Arlington National Cemetery (ANC)

Crook Walk Bridge and Section 37 Channel Repairs

Sources Sought Notice

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR

PROPOSALS. THERE IS NOT A SOLICITATION. NEITHER A SPECIFICATION NOR

DRAWINGS ARE AVAILABLE AT THIS TIME.

This Sources Sought Notice is to identify qualified and experienced 8a small business construction contractors capable of performing the work described herein at Arlington National

Cemetery in Virginia. This notice is a market research tool only. The North American Industry

Classification System (NAICS) Code applicable to this procurement is 237310 for Highway, Street and Bridge Construction with a small business size standard of $45 million.

Description of Work

The project delivery type will be a Design-Bid-Build contract. The project involves demolition and reconstruction of portions of the Cemetery’s Crook Walk Bridge (a small concrete pedestrian bridge), Section 37 drainage channel (an approximately 435 linear foot concrete and stone open channel), and adjacent channels and features, all of which are contributing elements to the Arlington National Cemetery National Register Historic District.

Work on the bridge includes demolition and reconstruction of the bridge’s parapet walls as well as repairing the entire bridge. Work on the channel includes demolition of the existing channel and construction of a pre-cast concrete channel. Work on tertiary drainage features includes the rehabilitation (including but not limited to cleaning, resetting, and repointing) of both a ~100 linear foot historic brick channel and a ~50 linear foot stone masonry channel (the

Section 37 channel transitions from concrete to mortared stone at the end). The work site is particularly constricted and will involve setting up access paths, strategic use of smaller equipment, bypass pumping storm water, and associated site protections. Representative photos are attached to this Notice.

The project will improve the condition of the high traffic pedestrian foot bridge for visitors traversing between Arlington House / Tanner Amphitheater and the Memorial

Amphitheater. Reconstruction of the concrete drainage channel will ensure the safe flow and drainage of stormwater runoff in the cemetery. Repairs to these character-defining features will match and thereby restore the original aesthetic design of the bridge and channel.

Per FAR 36.204, the estimated price range will be between $1- $5 million.

Experience Requirements Criteria

These criteria will be used to assess whether the interested contractor can demonstrate the expertise and specialized experience needed for adequate contract performance. These experience requirements do not constitute all contractual experience requirements. They have been selected as key requirements necessary to select the construction contractor.

1. General Experience: Federal Government Construction Projects

Work on federal USACE projects, particularly at Arlington National Cemetery, requires a heightened commitment to quality, documentation, and flexibility. Arlington National

Cemetery’s mission is as follows: “On behalf of the American people, we lay to rest those who have served our Nation with dignity and honor, treating their families with respect and compassion, and connecting guests to the rich tapestry of the cemetery's living history, while maintaining these hallowed grounds and the iconic image of Arlington befitting the sacrifice of all those who rest here in quiet repose.” The standards for construction shall be commensurate with the high purpose to which it serves. In accordance with this, interested prime contractors must have past experience in completing one or more construction contracts within the last 5 years for the federal government and on federal property.

2. General Experience: Earthwork and Cast in Place Concrete Construction

Interested bidders (or a subcontractor) must have experience on projects involving general earthwork and cast in place concrete construction.
