About this file

This is a Sources Sought notice issued by the 408th Supply Chain Management Squadron (SCMS) seeking information regarding potential sources for repair or replacement of 30 electronic modules integral to the AN/ALQ-161A Electronic Countermeasures System. The requirement stems from the loss of repair support from the incumbent vendor, which had provided services since 2002. The modules were originally designed and produced in the early 1980s, with proprietary manufacturing data and intellectual property residing with the original equipment manufacturers. The former vendor maintained high repair success rates by subcontracting critical component repairs to OEMs and specialized suppliers; however, after 2019, these external suppliers ceased offering repair services due to component obsolescence and discontinued technology support. This caused the vendor's repair success rate to decline from over 90% to 48%, with many items declared Beyond Economical Repair (BER). The vendor ultimately declined to renew the service contract, citing inability to perform repairs independently due to lack of manufacturing documentation and unavailability of necessary components. The vendor recommended that a complete redesign of the modules using modern, available components may represent the most viable long-term solution.

The document includes a detailed parts list of 30 electronic modules with National Stock Numbers (NSNs), part numbers, component descriptions, and projected annual requirements across fiscal years 2026 through 2030. The modules include various amplifiers, controllers, assemblies, and related RF components with annual quantities ranging from 0 to 9.48 units depending on the component and fiscal year. Multiple modules show zero requirements across all five fiscal years, while others maintain consistent demand levels. The notice does not specify response dates, evaluation criteria, or award information, indicating this is an early market research document to identify capable sources before formal solicitation.

AN/ALQ-161A Electronic Countermeasures System Parts

The 408th Supply Chain Management Squadron (SCMS) is seeking information regarding potential sources for the repair or replacement of 30 electronic modules integral to the AN/ALQ-161A Electronic Countermeasures System. This requirement stems from the recent loss of repair support from the incumbent vendor, which had provided services for these items since 2002.

The former vendor was not the Original Equipment Manufacturer (OEM) for these modules, which were originally designed and produced in the early 1980s. The proprietary manufacturing data and intellectual property reside with the original manufacturers. For many years, the vendor maintained a high repair success rate by subcontracting the repair of critical, hermetically sealed components to the OEMs and other specialized suppliers.

However, after 2019, these external suppliers ceased offering repair services, citing the obsolescence of required parts and the discontinuation of support for the aging technology. This directly impacted on the vendor's ability to service the modules, causing their repair success rate to fall from over 90% to 48%, with many items being declared Beyond Economical Repair

(BER).

The vendor's ability to continue support was critically limited by the lack of manufacturing documentation and the widespread unavailability of necessary components, which prevented them from performing the repairs independently. Consequently, when the service contract came up for renewal, the vendor concluded that they could no longer provide a sustainable or effective repair solution and declined to bid. They suggested that the most viable long-term solution may be a complete redesign of the modules using modern, available components to ensure future support of the program.
