About this file
This document is a Justification for Other Than Full and Open Competition (sole source justification) submitted by the Federal Bureau of Prisons for an ambulance services contract.
The Federal Bureau of Prisons, Department of Justice, seeks to award a sole source contract to Peoria Hospitals Mobile Medical Services for 24-hour on-call basic and advanced emergency life support ambulance services at FCI Pekin, located at 2600 S. 2nd Street, Pekin, Illinois 61554. The services will be provided on an as-needed basis for the inmate population, with inmates transported to appropriate medical treatment facilities. The performance period covers Fiscal Year 27 (October 1, 2026 through September 30, 2027) with an estimated contract value of $236,991.48, calculated as the average monthly cost over twelve months of FY 26. The justification cites 41 U.S.C. 253(c)(1) and FAR Part 6.103-1(b) as statutory authority, establishing that Peoria Hospitals Mobile Medical Services is the only responsible source available in the local area capable of providing these services. The Contracting Officer determined the proposed price to be fair and reasonable based on historical pricing for the same services in FY 25 and FY 26. Market research was conducted per FAR Part 10 and identified the requirement as a commercial item; however, due to the urgency of emergency response needs and FBOP policy requiring 911 dispatch, Peoria Hospitals Mobile Medical Services was identified as the sole viable vendor. No other vendors in the local area expressed interest in the acquisition. The justification, signed by Contracting Officer Gary Kurtz on September 28, 2026, includes certification that supporting data from technical and requirements personnel are complete and accurate.
