About this file
This is a Justification for Other Than Full and Open Competition document filed by the Federal Bureau of Prisons for FCI Pekin, a federal correctional institution located at 2600 S. 2nd Street, Pekin, Illinois 61554.
FCI Pekin intends to award a sole-source contract to Peoria Hospitals Mobile Medical Services for 24-hour on-call basic and advanced emergency life support ambulance services on an as-needed basis for the inmate population. The services cover emergency and non-emergency medical transport to appropriate treatment facilities during the performance period of FY 27 (October 1, 2026 to September 30, 2027), with an estimated cost of $236,991.48 based on average monthly costs from FY 26. The justification cites 41 U.S.C. 253(c)(1) and FAR Part 6.103-1(b) as statutory authority, asserting that Peoria Hospitals Mobile Medical Services is the only responsible vendor capable of providing ambulance services in the local area. Per Federal Bureau of Prisons policy, FCI Pekin must dial 911, and Peoria Hospitals Mobile Medical Services is designated as the first responder. Market research conducted under FAR Part 10 confirmed the requirement cannot be met through Federal Supply Schedule (FAR Part 8) channels and that no other vendors in the area expressed interest in the acquisition. The Contracting Officer, Gary Kurtz, determined the pricing to be fair and reasonable based on historical costs from FY 25 and 26, with certification dated September 28, 2026. No competitive solicitation will be issued unless other vendors become available in the local market in the future.
