Industry Day Q&A:

Q: I have a question regarding the FHWA AMR BAA solicitation: If the purpose of a proposed project is to advance a sensor technology from TRL-5 or 6 to TRL-7, there may be a need for development and manufacturing. For example, the field evaluations may reveal the need for some minor technical refinement or change in the manufacturing process. Would the AMR program support such activities or only evaluation and testing activities are supported? This question is with reference to the following text on page 7, section 2.5 of the solicitation:

“The AMR program is intended to demonstrate and evaluate emerging and transformative innovations and technologies that are at a TRL of 5 or 6, with the goal to advance and accelerate the innovations’ readiness for potential adoption by the transportation community.

The AMR program is not intended to serve as resource to initiate or continue ongoing basic research activities, or to support the development of a specific system or hardware innovation or technology. Conversely, the AMR program is also not intended to serve as a resource to further demonstrate innovations and technologies that have already been proven in their operational environment. The purpose of AMR is to increase understanding on the readiness of innovations or technologies as they emerge from the research activities and document what is necessary to bring them to a more market-ready status.”

Answer: The AMR program typically does not pay for development and manufacturing. If the project is selected for the AMR program, we will pay for testing and evaluation for field deployment, as well as, to document the improvements that are needed. Further development and manufacturing will be the responsibility of the sensor owners.

Q: The instructions seem vague, please direct me to where I can access/find the “Solicitation Topics / Appendix C”?

Answer: Appendix C can be found in the list of attachments section of the notice.

Q: I would like to know if this BAA is still active and, if so, how I can find out more about it.
