SYSTEM TECHNICAL SUPPORT
1. DESCRIPTION OF INTENT
This is a Request for Information (RFI) issued solely for information and planning purposes.
This is NOT a Request for Proposal (RFP) or an announcement of a forthcoming solicitation.
Responses are voluntary with no reimbursement for any costs associated for providing information to this RFI or any follow-on information requests. The United States Government (USG) is not bound to this information if any solicitation is issued.
This is an important opportunity for respondents to influence the application of requirements supporting the acquisition strategy for this program. There is no formal solicitation available at this time and this RFI does NOT obligate the USG to issue a solicitation.
Data submitted in response to this will not be returned. Each provider is responsible for properly marking any information considered PROPRIETARY or otherwise restricted.
2. PROPRIETARY INFORMATION
The USG acknowledges its obligations under 18 United States Code (U.S.C.) §1905 to protect information qualifying as “confidential” under this statute. Pursuant to this statute, the USG is willing to accept any PROPRIETARY (e.g. trade secret) restrictions placed on qualifying data forwarded in response to the questionnaire and to protect the data from unauthorized disclosure subject to the following:
• Qualifying data must be clearly marked “PROPRIETARY” and accompanied by an explanatory text, so the USG is clearly notified as to exactly what data so qualifies.
• Mark only data that is truly confidential.
• Do not mark data that is already in the public domain or is already in possession of the
USG or third parties on an unclassified basis.
• Proprietary data transmitted electronically must have the “PROPRIETARY” legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS."
3. DISCLAIMER
The USG is not obligated to protect unmarked data, data in possessions of third parties, or data which is subsequently placed in the public domain by the contractor or by third parties through no fault of the USG. Should the USG need to reproduce the protected data for distribution purposes between USG offices, all such data will be reproduced with restrictive legends in place utilizing Department Of Defense Instruction (DODI) 5200.48 Controlled Unclassified Information.
4. OBJECTIVE
The purpose of this RFI is to assess industry capability and readiness to provide System Technical Support (STS) services for the Armored Multi-Purpose Vehicle (AMPV) Family of Vehicles (FoVs) to meet requirements from 1 JUL 2026 through 1 JUL 2031.
Assumptions
The USG may not furnish a complete Technical Data Package (TDP) for the AMPV FoV’s.
Respondents are expected to advise the USG what information is needed and provide technical reference data to accomplish each task.
The overarching requirements include:
Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR):
Provide systems analysis and technical integration support for software, hardware, and cybersecurity including vulnerability assessment of communications and data management systems for obsolescence, product improvements, or new mission requirements.
Systems Engineering Support (SES):
Develop and integrate solutions that maintain commonality of all physical, functional, and technical interfaces with the established design. Support includes conducting design, feasibility and trade-off studies, safety and human factors analyses, market surveys, fabricating hardware, performing testing, and conducting technical reviews.
Systems Integration Laboratory (SIL):
Utilize a laboratory environment to integrate and test system electronics, Line-Replaceable Units (LRUs), Line-Replaceable Modules (LRMs), and Configuration Items (CIs) to validate and enhance interoperability prior to full vehicle integration.
