Army Contracting Command - Aberdeen Proving Ground - Research Triangle Park Division (ACC- APG-RTP) is conducting market research to determine the extent of sources capable of performing as a prime contractor under a Multiple Award Indefinite Delivery/Indefinite Quantity (MAC IDIQ) Contract. The Government may use responses from this sources sought to make an acquisition decision about soliciting a requirement. The purpose of this sources sought notice is to determine industry interest, capability, and relevant experience of potential qualified businesses relative to conducting studies, technical investigations, research, development, rapid prototyping, experimentation, testing, analytics, rapid advanced technology demonstrations and limited quantity insertion for Program of Record (POR) and fielded systems with in-theatre field logistics support.
Prime contractors must possess the capacity to provide specialized services in experimentation, prototyping, evaluation, and integration of advanced technology in real-world, battle-ready OCONUS environments. These specialized services (and past experiences) are critical for the development of Army multi-domain operation (MDO) overmatch capabilities that the Army
Futures Command (AFC) has been commissioned to achieve under the Big 6 Army Modernization Priorities framework. Prime contractors must also be able to rapidly and effectively recognize and characterize operational deficiencies and needs, and be able to work with operational users and Science and Technology researchers to define and ultimately deploy acceptable, achievable, and in many cases, scalable solutions. Prime contractors shall have the capacity to conduct necessary activities to apply advanced and emerging technologies to the following specific areas of interest:
1. Mission Area Support – such as technology discovery, innovation and transition to enable and accelerate the realization of new, convergent, synchronized Army Modernization transformational MDO overmatch capabilities for Army Warfighters in the areas of: winning in the sub-conflict competition domain, penetration and elimination of enemy anti-access and area denial systems, protection of Army forward positioned assets/soldiers, countering adaptable threats, irregular warfare support, and expeditionary and special operations support.
2. Technical Area Support – such as electronic warfare, cyber and sensor technology;
electronic missile guidance, assured position, navigation and timing (PNT), counter ballistic missile (BM), counter cruise missile (CM), counter hypersonics, and counter unmanned aerial system (UAS) technology; information assurance and cyber vulnerability assessments; software design, development and integration; materials development, integration, and employment; mechanical design and development of components and systems; systems integration and human systems interfacing.
3. Organizational Capabilities – such as maintaining a process for developing, planning, managing and oversight of the overall effort; conducting studies and assessments, rapid prototyping, advanced technology demonstrations and insertion into POR and fielded systems, field evaluations, field trials, and other appraisals of equipment and systems;
understanding of MDO issues and environments impacting expeditionary forces, intelligence operations, special operations, countering asymmetric threats, irregular warfare, and unconventional warfare applications.

2. The body of your email should list each CUI document requested (Attachment Number and Title).
3. Your email must also include the following information (when submitting email attachments, please ensure they are in a .doc, .docx, or .pdf file format):
3.1. Company name and corresponding CAGE code.
3.2. A copy of your DD2345, Militarily Critical Technical Data Agreement, approved by the
Joint Certification Office (JCO).
4. Please note, requested documents will be sent to the Data Custodian listed on the DD2345 if approved by DEVCOM-ARL Security.

RFI Responses:
Response shall be submitted by 11:59 PM EASTERN TIME on 26 August 2021 to usarmy.adelphi.devcom-arl.mbx.sedd-seieb@mail.mil. Responses should follow the parameters and instructions below.
1. Please provide a capabilities and relevant experience briefing limited to 20 slides in PDF format. The briefing should adequately describe experience performing efforts of similar size and scope as stated in the PWS attachment within the last six years, including past performance information with contract number, organization supported, indication of whether a prime or subcontractor, contract value, description of effort, Government/customer point of contact with current phone number and email address, CPARS or other performance feedback and a brief description of how the referenced contract relates to the services described herein.
In addition to addressing technical capabilities, responses should include/address the following within the 20 slides:
1.1. Company profile to include company name, office location(s), DUNS/CAGE Code number, email address, and a statement regarding current small/large business status (i.e. -certified 8(a), Service Disabled Veteran-Owned (SDVOSB), Woman-Owned (WOSB), Economically Disadvantaged Woman-Owned (EDWOSB), or certified Hub Zone). Large businesses are permitted to respond to this sources sought notice. Include past SAM Profile with CAGE DUNS, etc.
1.2. Average annual revenue for the past 3 years and number of employees.
1.3. Number of years in business.
1.4. Affiliate information.
1.5. Parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontractor) or subcontractors (if potential prime).
1.6. Facility Clearance: Does your company currently have or will have a TOP SECRET facility clearance at time of proposal and award? Is your company reinstatement eligible? Please explain where, how certified, and with which agency and applicable contract number.
1.7. Please state whether the intended Program Manager of the prospective AMP prime contractor is TS/SCI clearable with a current background investigation.
1.8. Does your company have a certified Cost Accounting System and other relevant certification?
Small business responses should also include/address the following:
1.9. The government has not made any decisions regarding the use of Small Business Set-asides, SB Reserves or SB Participation or SB subcontracting at this time but is seeking relevant information to inform these decisions. Do you have any SB strategies you believe to be appropriate to the proposed strategy of an R&D IDIQ with a wide-spectrum of potential tasks? If you have other contracts you believe to be a good example please provide contract information.
1.10. Would you potentially propose as a joint venture? If so, provide appropriate details on the type of arrangement and relevant information on partners or other teaming partners or subcontractors. Include JV FCL and other relevant certifications.
1.11. If the government elects one of any number of SB strategies and you are a small business and are awarded a contract, do you anticipate you can comply with FAR 52.219-14 Limitations on Subcontracting? If not please explain.
1.12. If you are a small business, can you go without payment for 90 days? Please explain how you will fund the employment of qualified and the appropriate number of staff without payment to meet the PWS requirements in the first 90 days.
1.13. How do you intent to be in compliance with FAR 52.215-22 and FAR 52.215-23?
1.14. Primary risk areas and/or potential issues associated with an acquisition of this type.
How do you propose to mitigate any risk(s)?
1.15. Please discuss approaches to completion and management of workload surge (i.e.
numerous projects at different locations).
1.16. Provide a point of contact (address, phone number and e-mail address).
1.17. Although this is a sources sought notice, are you interested in submitting a proposal for this requirement if a solicitation is issued as Full and Open or as a 100% or partial SB set-aside or with SB reserves? Please provide preferred order of priority.
1.18. The government anticipates establishing SB Participation requirements and SB Subcontracting Goals. Do you have any recommendations in regards to SB subcontracting or Small Business Participation at the contract or Task order level? The government is interested in potential best practices to maximize SB participation without constraining the pursuit of the best mix of performance, schedule, and cost.
All businesses:
1.19. The government is considering restrictions regarding changes from proposed subcontractors and requiring prime contractors to use named subcontractors who participated in the development of technical and cost proposals as well as those with signed teaming agreements and work share agreements. Do you have information regarding similar restrictions on previous contracts or concerns you may have on such restrictions?
Respondents are encouraged to carefully review the information requested above and ensure a complete response for thorough consideration. Respondents shall note that the Government will not return any information submitted in response to this notice.
Do not send hard copy advertising or promotional materials. Please ensure that all responses are comprehensive and provide a name and point-of-contact for your firm for follow-up if determined necessary.
A Virtual Industry Day for this requirement is anticipated to be held within the next couple of months. Additional information regarding the Virtual Industry Day shall be posted on the SAM.gov website.
