About this file

This document is a Questions and Answers (Q&A) file for a Request for Information (RFI) issued by Customs and Border Protection (CBP) Air and Marine Operations (AMO) regarding airborne sensor systems. The RFI seeks market research on radar and electro-optical/infrared (EO/IR) sensors for rotor and fixed-wing aircraft, with a focus on high Technology Readiness Level (TRL) solutions (8 or 9) that are interoperable between vendors and platforms.

Key details include the RFI's deadline for questions on April 30, 2025, and responses by May 23, 2025, to be submitted via email to Michael.a.Hall@cbp.dhs.gov. CBP is specifically interested in surface, air, sea surveillance, and air intercept radar systems, or multi-role radar systems. The agency will accept RFI responses for sensor systems at TRL 6 with a clear path to TRL 8 or 9, and is not currently seeking solutions for the Cessna C206 or UH-60 Blackhawk aircraft. The RFI purposefully maintains a broad scope to comprehensively understand market capabilities for potential future fleet development.

Text version

1. We noticed that CBP has two aircraft listed on their AMO Assets webpage that are not listed in the RFI. These are the Cessna C206H/T206H and the UH-60 Blackhawk. Is CBP not looking for Radar and/or EO/IR for these two?

0. CBP is not looking for solutions for the C206 or UH-60.

1. Will CBP be able to provide the available swept volumes for the aircraft that have existing (lower) radomes?

1. Not at this time.

1. Can CBP provide any limitations on Radar size, weight and power (SWAP) for each aircraft?

2. Not at this time.

1. We would suggest CBP hold an Industry Day (prior to RFP) where potential providers can survey the aircraft from an integration perspective.

3. Thank you for the suggestion.

1. Will AMO accept an RFI response for a radar system that is TRL 6 today, expected to reach TRL 7 in 2026, and could reach TRL 8 and 9 before 2030 if RDTE funding was available?

4. CBP will accept an RFI response for a system that is at least TRL 6 today, with the plan to reach TRL 8 or 9 delineated in the response.

1. The RFI specifies a list of aircraft that include both rotor and fixed wing. Is use for tethered UAS/drones considered? Would sensor solutions for these platforms be considered? If not for this call, are there other separate RFIs that address this area?

5. This RFI is limited primarily to rotor and fixed wing. Future RFI will address other assets, though the provision of this information can help inform those future RFI.

Note: This RFI has purposefully established a broad scope in order to better inform the state of the market as AMO moves into future development of its fleet and capabilities. The current fleet mix and those platform’s associated requirements are not intended to limit the responses from industry for this RFI, and so more specific questions as to the fleet and requirements were not answered.
