The order is within the scope of the NASA SEWP V contract, and the obligation will be compliant with ordering ceilings. All SEWP V contracts have an effective ordering period of 1 May 2015 through 30 April 2025. The base contracts were awarded for five years with one five-year option for a total of 10 years. The applicable order will fall within this ordering period. The NASA SEWP Government-Wide Acquisition Contract (GWAC) provides the latest in information technology products and services, and the SEWP contracts offer a vast selection and wide range of commercial advanced technology, as well as offer product-based services such as installation, maintenance, and other services related to in-scope products.

The tools that make up the ECS PAI TSs are listed below:

1) Babel X is a web-based application that utilizes advanced analytics to make sense of large tracts of multi-lingual data in near real-time. Assigns and charts sentiment for social media in all of the 18 major world languages. Users identify themes, entities, and categories, as well as detect relationships, within the cloud-based platform. Accessible 24/7/365 from any computer, device, or smart phone with an Internet connection and a web browser.

2) LocateX is an addition to the Babel Street platform that allows users to locate persons of interest based on signatures within applications on a mobile device.

3) Flashpoint is a web-based tool that allows users to safely query information found on the Deep and Dark Webs. It has the ability to provide reports based from Dark Web content.

4) Zignal is the only big data analytics technology that ingests the full spectrum of media data in a single platform. This media includes social, traditional (print and digital), broadcast, social video and online sources. Users can simultaneously analyze different aspects of multiple issues to identify and observe trends to maximize their situational understanding in a multitude of scenarios.

5) Echosec is a web-based platform that maps real-time social media from 10 social media sources, including Twitter, VK, and Snapchat. It is used by private sector entities for brand monitoring, marketing, journalism, business intelligence, and finance. It enables users to geoface areas of interest with the option of using keywords or username searches. Users can create alerts, receive notifications, and configure automated workflows. Echosec includes analytics that display information returned by searches.

6) Scraawl is a topic-based tool that searches, extracts, and analyzes social media conversations and provides the user with detailed 360-degree analysis of the social media data. It focuses on analytics of groupings and pairing of social media users.

7) Maltego is a graphical link analysis software with data mining and mapping capabilities that can help improve and speed up a multitude of tasks within the Security Operations Center (SOC) team, from monitoring to evidence gathering, and from alert investigation to identification of the source of threats endangering an organization.

As stated above, the required Baseline Network Configuration, Technical Support, and Enclave Operations and Information Assurance services described below are also currently being procured via the current contract. These same support services will be included in this follow-on contract.

Historical Action

For the incumbent contract, , market research was conducted from May to June 2022 via the GSA 2nd Generation IT (2GIT) contracting vehicle and the NASA SEWP Quote Request Tool and determined purchasing the toolkits and Baseline Services on a sole source basis from SEWP Solutions LLC was the best approach. Other than a response from SEWP Solutions LLC (the incumbent contractor), the Government did not receive any responses to the Requests for Information (RFI) issued to both 2GIT and NASA SEWP contract holders.

Current Action

For this follow-on requirement, market research was also conducted from July to August 2023 via the GSA 2GIT and NASA SEWP contracting vehicles and determined purchasing the tool suites and Baseline Services on a sole source basis from SEWP Solutions LLC is again the best approach. Other than a response from the incumbent contractor, the Government did not receive any other technically acceptable responses to the RFIs issued to both 2GIT and NASA SEWP contract holders. The 2GIT and NASA SEWP RFIs were both issued on 27 July 2023 with a closing date of 7 August 2023.

(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:

The anticipated price will be determined fair and reasonable based on a comparison to AMIC historical prices paid, current price lists, and market research.

(6) Other facts supporting the justification:

A loss of the USAF PAI TS will cause PAI Program mission failure. After the award of the current contract, a redacted copy of the approved EFO was posted on SAM.Gov. The Government received an interest email from however, this vendor would be unable to provide a solution that can be employed on the SUNet.

(7) Actions the agency may take to remove or overcome any barriers to increasing fair opportunity before any subsequent acquisition for the supplies or services:

Current Actions:

The Government did take action to try and remove or overcome any barriers to increase fair opportunity for this requirement.

During the market research for this follow-on requirement, the Government posted a RFI/Seeking Sources to all 78 vendors on the USAF mandatory source GSA 2GIT contracting vehicle. The RFI/Seeking Sources included a draft Statement of Work (SOW) that detailed information regarding the required licenses and quantities and Baseline Services. The RFI was open from 27 July 2023 to 7 August 2023, and the Government received 27 responses in the GSA eBuy portal. However, all 27 were 'No Quote' responses. The Government did receive one open market, small business response outside the eBuy portal via email; however, the quote received only included one of the required tool licenses included in the draft SOW.

Since the toolkits are currently procured through the NASA SEWP V contracting vehicle, a second RFI was posted on the NASA SEWP website from 27 July 2023 to 7 August 2023. The RFI was released to all contract holders in Group A (NAICS Code 334111).

This is the NAICS code that the current requirement was awarded under. The RFI included a draft Statement of Work (SOW) that detailed information regarding the required licenses and quantities and Baseline Services. The Government did not receive any responses to this RFI on the NASA SEWP website, and reached out to the incumbent contractor, SEWP Solutions, LLC, who confirmed the ability to meet the requirements of the draft SOW for the duration of the PoP.
