About this file

This is Amendment #1 to a Request for Bids issued by the University of Wisconsin-Madison for Implied Consent Blood Draw Kits under RFB 2027-UWMSN-01386. The amendment addresses vendor questions regarding kit specifications, design flexibility, and operational requirements. Bids are due August 3, 2026, and responses must be submitted online through the ShopUW+ procurement portal. The contract term and renewal options are referenced in the Services and Contract Terms and Requirements attachment. Vendors may propose equivalent components and packaging configurations that meet or exceed stated performance requirements, subject to WSLH review and approval during the post-award kit design process. Kit box dimensions may vary slightly from specified target dimensions provided that contents are properly protected and shipping requirements are met. The vendor is expected to fulfill orders within timelines specified in the request for bid documents, with no minimum inventory level required as long as delivery timelines can be met.

The incumbent vendor is Tri-Tech Forensics. Pricing information from the current contract is not publicly available on web-based tools but may be obtained through UW-Madison's formal open records request process. The solicitation does not currently define conditions for price adjustments beyond the initial 90 days, though the DOA Standard Terms permit consideration of price increases if solicitation or contract conditions are established. Vendors should note that any cost quoted in response to the bid is expected to remain unchanged during post-award kit design collaboration with WSLH. Storage space limitations at UW-Madison preclude significantly larger kit sizes than the specified target dimensions. Questions regarding the solicitation should be directed to Dave Whooley at dwhooley@wisc.edu.

AMENDMENT #1 for 2027-UWMSN-01386-RFB Implied Consent Blood Draw Kits 7/23/2026

1. The specification indicates that the inner blood tube holder must secure the tubes and protect them from damage, while specifically prohibiting Styrofoam. We currently utilize an absorbent tube holder designed to protect blood collection tubes during transport. Would WSLH consider this an acceptable alternative if it meets the functional requirements of the specification?

Yes,

1. May vendors propose equivalent components and packaging configurations that meet or exceed the stated performance requirements, subject to WSLH review and approval during the post-award kit design process?

Yes, as long as the cost quoted in response to this bid does not change.

1. The specification notes that the vendor and WSLH will collaborate on creating a kit design acceptable to WSLH after contract award. Should vendors submit a proposed kit configuration with the bid, or will final kit design be developed during the post-award collaboration period?

A proposed design may be submitted with the bid – this particular specification is listed to bring attention to the fact that WSLH will provide specific kit collection instructions and submission forms to be included with the kit. The actual components of the kit are up to the vendor, with WSLH final approval. Again, the expectation would be that the cost quoted in response to this bid will not change.

4. Are the listed kit box dimensions intended as approximate target dimensions, or may alternative dimensions be used provided the kit contents are properly protected and all shipping requirements are met?

Kit dimensions may be slightly different, however WSLH has limited storage space so WSLH would not be able to accommodate kits sizes much larger.

5. Does WSLH expect the successful vendor to maintain a minimum inventory level of completed kits? If so, what inventory quantity should be maintained?

The vendor is expected to fill orders within the timeline in the request for bid documents. No minimum inventory level is expected to be maintained as long as the timeline can be met. Reference Attachment B: Technical Specifications, Section 4 Kit Ordering and Shipping for more specifics as well as Attachment G – Past Order Summary.

6. Is information regarding the current contract award, incumbent vendor, and prior pricing publicly available? If so, could you please direct us to where that information may be obtained?

The current vendor is Tri-Tech Forensics. UW-Madison does not post pricing on any web-based tool. UW has a formal process for submitting an open records request. Here is a link for that process Wisconsin Public Records – Office of Compliance – UW–Madison

7. Can we please get a picture of the blood draw kit?

Yes- see picture

8. What is the length of this contact?

Reference 2.1 Term of Contract in the Services+Contract+Terms+And+Requirements Attachment

9. Will pricing remain fixed for the entire contract term, or will the awarded vendor have the opportunity to request annual price adjustments? If adjustments are permitted, what methodology will be used (CPI, documented cost increases, etc.)? The DOA Standard Terms say price increases may be considered after the first 90 days, but only if the solicitation or contract establishes the conditions. Right now, this solicitation doesn't appear to define those conditions.
