About this file
This is Amendment 1 to a Request for Proposals issued by the University of Wisconsin-Madison for the procurement of smart vended laundry systems for residence halls under solicitation number 2026-UWMSN-01272-RFP. The amendment clarifies definitional, technical, and operational questions submitted by prospective vendors regarding the solicitation requirements. The University seeks qualified vendors to provide and install modern, self-service laundry facilities utilizing internet-connected equipment, advanced digital payment systems, and data analytics. The facility will include 220 washing machines and 222 dryers distributed across multiple residence halls (Tripp Fallows and Tripp Spooner). The original response closing date was March 23, 2026; the University declined to extend this deadline despite vendor requests for additional time, citing the urgency of establishing operational systems before current equipment becomes unsupported and to meet the specified project timeline for summer implementation and fall semester operational readiness.
The pricing structure for the smart vended laundry program establishes a cost of $2.00 per wash cycle and $2.00 per dry cycle for students. The amendment clarifies that vendors are not required to submit proposals for all pricing options presented in the RFP; bidders may submit as many or as few proposals as desired. The amendment also corrects the equipment inventory count in Attachment B, revising the total from 221 washers and 222 dryers to the accurate count of 220 washers and 222 dryers. No specific budget allocation, set-asides, incumbent contractors, or disadvantaged business enterprise requirements are detailed in this amendment document. All inquiries regarding the solicitation must be directed to Lori Storvik at lori.storvik@wisc.edu, and proposals must be submitted electronically through https://bids.sciquest.com.

Amendment 1 - 2026-UWMSN-01272-RFP Questions and Answers – Smart Vended Laundry
1) In Section 3.1.2 it refers to Section 3 of the Terms and Requirements…is it supposed to be “Terms and Conditions” or am I missing a section and form?
· We do not have a section 3.1.2; section 3 is the Requirements and Specifications section? (1) General Information (2) Terms and Conditions (3) Requirements and Specifications (4) Proposal Scoring, as well as the physical inventory Attachment B.
2) Does your definition of “Smart Vended Laundry” mean free running machines for students?
· A smart vended laundry program is one in which the laundry equipment costs money to operate. In this case for AY27 and for purposes of this proposal, the price is $2.00 per wash and $2.00 per dry. A modern, self-service laundry facility (cashless laundromat, not coin operated) that utilizes internet connected equipment, advanced digital payment systems, and data analytics to enhance the operational efficiency for owners and the user experience for customers.
3) Given the complexity of the request and the different pricing options being requested, Section 3.9 of General Information, would the University consider moving the response closing date back a week or two. This will allow participating vendors a better opportunity to formulate better options for the University.
· Our current vended (card readers and machine selection/operation) equipment and technology are already obsolete with no repair or replacement options, and our technical support will also end within the Fall semester. Unfortunately, with our late start and as time is of the essence to get on a summer schedule with the awarded vendor and to have the system operational by the specified project timeline and/or within the Fall semester, we feel it is imperative to keep the process moving. A week or two of delays could be the difference between meeting the specified and/or suggested project timelines to get us operational before our current equipment is no longer supported. To clarify, we have given examples of pricing options you could propose, that is not to say that you must provide proposals for all those pricing options. You are welcome to submit as many or as few proposals as you wish to, hopefully that helps.
4) Per the RFP, it states there are 221 Speed Queen washing machines and 222 dryers.
In Attachment B : Tripp Fallows shows there are 5 washers and 6 dryers, Tripp Spooner shows there are 2 washers and 2 dryers. Shows there are a total of 8 washers and 8 dryers which should be 7 washers and 8 dryers. This would make the total washer count 220 and dryer count 222.
That is correct. The count should be 220 washers and 222 dryers. Please see Revised Attachment B.
