About this file

This document is an amendment issued by the State of Alaska Department of Administration, Division of Personnel regarding Request for Information (RFI) 02-104-26 for a Classification and Pay Plan Update. The amendment, issued on January 8, 2026, provides clarifications and responses to questions submitted by potential offerors interested in developing strategies, tools, and frameworks for modernizing the state's position classification and pay plan. The state is seeking information from qualified vendors, consultants, and subject matter experts to support the Department of Administration in addressing findings from the 2025 Statewide Salary Study. The RFI response deadline is February 2, 2026, at 2:00 PM Alaska Time, with submissions directed to doa.oppm.procurement@alaska.gov.

Key details regarding the scope and current environment include approximately 14,500 affected full-time state employees organized under 1,086 current job classes. The State of Alaska currently self-administers its classification and pay plan, with no incumbent contractor providing these services. The state has not yet established an estimated contract value for any potential follow-on procurement should this RFI advance to a formal solicitation phase. Additional resources for potential offerors include access to the state's Class Outline documentation maintained by the Division of Personnel on the Department of Administration website.

CLASSIFICATION & PAY PLAN UPDATE

RFI 02-104-26

Amendment # One

January 8, 2026

This amendment is being issued for questions and answers

Questions submitted by potential offerors and answers from the state:

Question 1: The number of affected (estimated) full-time employees:

Answer: Approximately 14,500 employees.

Question 2: The number of unique titles and classifications

Answer: We currently have 1,086 job classes.

Question 3: Regarding the state's current classification and pay plan, I saw in the RFI document that it is governed by statutory requirements. I was just curious whether the state currently is the sole handler of the plan, or if there is also an incumbent helping provide these services?

Answer: Currently, the State of Alaska self administers its classification and pay plan.

Question 4: I know that this project is only in the RFI stage at the moment, but I was curious whether the state had an estimated contract value of a potential contract that would be awarded if the project were to move past the RFI stage

Answer: No, we do not.
