About this file

This is Amendment One to a Request for Proposals issued by the State of South Carolina's Division of Procurement Services on behalf of Piedmont Technical College for Dining, Vending and Catering Services. The solicitation requests a single vendor to provide comprehensive cafeteria operations, catering services, and vending machine management across Piedmont Technical College's eight campuses. The college last operated its cafeteria in May 2017 and seeks to reinstate food service operations while maintaining an existing vending program. A non-mandatory pre-proposal conference was scheduled for March 5, 2020 at 10:00 am at Piedmont Technical College's Greenwood campus. Written questions were due by March 23, 2020 at 3:00 pm, with offers due on April 2, 2020 at 11:00 am. Offerors must submit one electronic technical proposal, one electronic business proposal, and redacted versions of both documents. The award was scheduled to be posted on May 4, 2020, and offerors must hold their offers open for a minimum of 120 calendar days following the opening date.

The amendment includes detailed questions and answers addressing operational requirements and historical performance data. The current vending program generated $75,740.75 in annual sales, with the Greenwood campus accounting for $45,458.75 of that total. The existing vending commission rate is 20 percent. The college previously paid all utilities and phone service and constructed the existing counter and serving line. Equipment must be three years old or less with no flexibility on this requirement. Price increases may be requested after the initial 12-month term but would only be implemented at the next contract term start date. The college is open to modifications to the counter area in the cafeteria upon receipt of specific requests and cost proposals from the selected vendor.
