About this file

This is an Amendment #1 issued by the State of Maryland Department of General Services, Office of State Procurement, for Solicitation Number BPM052050 regarding the production and shipping of Striped Bass Tags. The amendment, dated January 27, 2026, clarifies specifications and addresses questions received from potential bidders regarding product dimensions, printing requirements, delivery logistics, and contract terms. Key specifications clarified include: overall length of 11.0 to 11.5 inches, width tolerance of 0.285 to 0.315 inches (±0.015 inch from 0.30 inches), and adherence to written specifications rather than reference images. The contract requires deliveries to multiple addresses, with estimated quantities available on page 9 of the original Invitation for Bid (IFB). The solicitation indicates that estimated (ballpark) quantities will be provided annually around July/August, allowing suppliers adequate lead time for production planning. Annual tag color codes are selected by the Department each October and communicated to the awarded contractor at that time.

The amendment addresses critical delivery and timeline considerations for bidders. Shipments must be verified as delivered to correct addresses through either signature or photographic documentation with identifiable street address numbers, eliminating the previous requirement for mandatory signatures on FedEx or UPS deliveries. The Department clarified scheduling flexibility, indicating that if exact tag quantities and delivery addresses are provided after mid-November, shipment dates can be adjusted accordingly, with weekend accommodations provided. Additionally, the amendment confirms that pricing submitted by all suppliers will be disclosed publicly on eMMA following contract award. Bidders must acknowledge receipt of this amendment as required by COMAR 21.05.02.08.

REVISIONS

1. Revision: Questions and Answers start on page three (3) of this Amendment.

Questions and Answers

Questions Received 1/22/2026

1. Regarding the length requirement of 11 inches, could you please confirm whether this refers to the total overall length or the usable/functional length? Also, would a product that slightly exceeds 11 inches be acceptable?

11 inches is the overall length. An acceptable tolerance range around 11 inches is up to 11.5 inch (range between 11.0 and 11.5 inch).

2. For the width requirement of 0.30 inches, if this dimension is mandatory, would widths such as

0.31 inches or 0.275 inches be acceptable, or is there an allowable tolerance range?

An acceptable tolerance range around the width requirement of 0.30 inches is plus or minus

0.015 inch (range between 0.315 and 0.285 inch).

3. We also noticed that the printed content shown in the reference image does not fully match the written specification in the solicitation. Should we follow the image exactly for printing, or prioritize the written text in the tender?

The image in the IFB document is a visual example.

The specifications written in the IFB are required.

4. Since orders will be placed on an as-needed basis, could you kindly advise the estimated quantity per order, if available? Additionally, will deliveries be made to a single location or multiple addresses?

Please refer to page 9 of the IFB concerning estimated quantities.

Deliveries will be required to multiple addresses. Please refer to page 8 of the IFB for these details.

5. Finally, could you let us know whether there is a designated Pantone color code for the tag, and whether any historical awarded prices or budget range can be shared?

The year’s color codes are selected by the Department each October and will be shared with the awardee at that time.

Requests for historical award prices may be requested by submitting a Public Information Act Request using the linked form HERE.

Questions Received 1/23/2026

1. Our current lead time on this tag is 15-16 weeks. In the past, we worked with MD DNR to place a verbal/email preorder with us mid-year, so we can reserve time in the production schedule to produce parts in December. If awarded the contract, will a preorder with ballpark quantities still be available mid-year each year, so we can plan accordingly for production?

Yes, the department can provide an estimated (ballpark) number of tags around July/August each year.

2. The solicitation indicates that deliveries via FedEx or UPS require a signature. This will add an additional $4 - $6 in cost to each shipment and will likely result in a greater quantity of packages being returned (person not home or available to sign). Is a signature at the time of delivery necessary?

Verification that the tags were shipped to the correct address must occur. If a signature isn’t possible, then a picture of the package and identifiable street address number must be submitted.

3. If we receive the annual tag specifications and distribution list from DNR mid-November, delivery by 12/15 isn't likely. In the past, DNR provided all order details to us just before Thanksgiving, and we shipped just before Christmas...this gives a week or so for transit and delivery to the end-user before year-end. Any flexibility in the timeline for delivery?

If DNR provides the exact number of tags required and the delivery addresses after mid- November, then the shipment dates can be pushed back. If 12/15 falls on a weekend, then shipment can occur immediately after on the following week.

4. After the bid closes and the project is awarded, do you disclose the pricing that was submitted by each supplier on eMMA?

Yes.
