About this file

This is a Questions and Answers (Q&A) document for RFQ No. 19KS7026Q0058, issued by the General Services Office at the American Embassy in Seoul, Korea, for the American Diplomacy House Mural Replacement project. The amendment was issued on September 3, 2026, with a modification dated August 13, 2026.

The project involves removing an existing mural painted on a red brick perimeter wall and painting a new one. The mural dimensions are 80 meters in length and 2.6 meters in height, with a total height from ground level to the top of 2.8 meters including a 0.2-meter planter in front. The scope includes repairing damaged joints and areas where red brick has fallen off at the lower wall section. Bidders may propose their own method for removing existing paint, provided the removal is sufficient to ensure durability of the new paint without mandatory stripping to bare brick. Upon completion, the mural must be protected with a coating that simultaneously satisfies mural protection, vapor permeability, and anti-graffiti functions; either Rainguard Pro MuralGuard or an equivalent product must be used. No separate anti-graffiti coating should be applied over the protective topcoat. For past performance submission, both full-process projects (design and execution) and execution-only projects are eligible if similar in scale and artistic quality, with offerors required to clearly categorize their scope of work. Bidders must submit at least three mural-related contracts completed from 2024 to present; additional contracts may be submitted without bonus points or penalties. Housing will not be provided for the muralist team. Offerors may submit cost estimates using their own standard format rather than the provided templates. The specific project timeline should be referenced in Section B.3.1 of the solicitation. Mural and wall photographs are available in solicitation 19KS7026Q0058-A0002, and the wall is a red brick perimeter surface with no structures to avoid.

RFQ No. 19KS7026Q0058

Questions & Answers

American Diplomacy House Mural Replacement

Question No.1: Could you please provide dimensions or the mural that is being replaced and pictures of the current mural and wall conditions?

Answer: The current ADH perimeter wall features a mural painted on a red brick finish. This project involves removing the existing mural and painting a new one, with the mural measuring 80 meters in length and 2.6 meters in height. The scope of this contract also includes repairing damaged joints and areas where the red brick at the lower section of the wall has fallen off. Below is a photo of the area with the most severe damage.

Question No.2: Please specify how the existing mural can be removed? Are you wanting the paint to be removed and stripped back to bare brick?

Answer: The method for removing the existing mural should be proposed by the bidder. The old paint must be removed to the extent that it does not affect the durability of the newly applied paint. It is not mandatory to strip it all the way down to the bare brick.

Question No.3: Since there are no dimensions listed, it is impossible to calculate for equipment. Could you please provide information and pictures detailing the surrounding elevation and clearance to the wall if higher than 9 ft?

Answer: The height from the ground level to the top of the mural is 2.8 meters. Please refer to the attached photos. The height of the planter is 0.2 meters, and the height of the mural itself is 2.6 meters.

Question No.4: Regarding Post-Completion Photography and Portfolio Use

If we are awarded this contract and complete the mural project, we would like to inquire whether we may photograph the finished mural and work process to use as part of our company's track record and portfolio.

Additionally, please let us know if taking photos of the completed site and the mural itself is entirely prohibited due to security reasons.

Answer: As the mural and external wall are situated in a public space, there are no restrictions on photographing them, incorporating them into your portfolio, or publishing them on social media.

Question No.5: Past Performance Experience (Section J. Volume II. Tech Offer no. 3)

We would like to request clarification on the eligible scope for submitting 'Past Performance Experience' and 'Project Photographs.'

For mural projects, contracts can involve the entire process—from design planning and draft creation to final execution. However, many projects also involve performing execution only, based on designs provided by a separate design firm or implementing artwork created by domestic or foreign artists.

Therefore, when submitting reference projects, could you please confirm the following:

1) Are only projects eligible where our company handled the entire process, from design planning and draft creation to actual mural execution?

2) Are projects also eligible for submission where our company performed only the mural execution based on designs or artwork provided by the client, a design firm, or an artist?

3) If both types are eligible for submission, should we clearly categorize our scope of work as 'Design &

Execution' versus 'Execution Only'?

Answer: Both full-process projects (design and execution) and execution-only projects (executing third-party designs) are eligible for past performance submission, provided they are similar in scale and artistic quality to this project. Offerors must clearly categorize their scope of work as either 'Design & Execution' or 'Execution Only' within their technical proposal for transparent evaluation.

Question No.6: Coating Specifications (Section B.2.2.3, Page 6)

The specifications require a matte or semi-gloss coating upon completion of the mural, which must combine anti-yellowing, vapor permeability (breathability), and anti-graffiti properties.

Upon our technical review, we identified the following limitations:

• Transparent clear products designed for murals do not possess anti-graffiti and vapor permeability properties.

• Anti-graffiti sealers are specifically formulated for bare brick surfaces; paint manufacturers do not guarantee adhesion when applied over a painted mural film.

• Fundamentally, since the mural completely covers the wall surface, any subsequent coating functions as a protective transparent topcoat. Requiring both vapor permeability and anti-graffiti properties within such a topcoat is technically incompatible with standard product specifications.

Query: Could you please provide guidance on how to reflect these coating specifications? May we assume that a protective transparent topcoat for murals alone is sufficient, or is a two-step system requiring an additional anti-graffiti coating necessary?

Answer: Please refrain from adding a separate anti-graffiti coating on top of the protective mural topcoat; instead, please use a coating that simultaneously satisfies mural protection, vapor permeability, and anti-graffiti functions. As for the product, either 'Rainguard Pro MuralGuard' or an equivalent product must be used.

Question No.7: What are the dimensions of the mural to be replaced? Is it ground level?

Answer: The dimensions of the mural are 80 meters in length and 2.6 meters in height. With a

0.2-meter-high planter in front, the total height from the ground level to the top of the mural is 2.8 meters.

Question No.8: Are there images of the current mural?

Answer: Images of the current mural can be verified in Solicitation '19KS7026Q0058-A0002'

Question No.9: Are there blueprint schematics of the wall for the mural and anything that must be incorporated or painted around? (windows, doors, etc.)

Answer: The mural is painted on a perimeter wall finished with red bricks. There are no structures that need to be avoided. Please refer to the attached photos in Questions No.3.

Question No.10: Is there housing available for the muralist team or should that be in the price?

Answer: Housing will not be provided

Question No.11: Is there a specific timeline for start and completion of the project?

Answer: Please refer to Section B.3.1

Question No.12: Could you please confirm if we must submit the estimate using only the templates provided in Attachment #1 and Attachment #2?

Answer: Attachments #1 and #2 are provided as examples only, so Offerors may submit proposal using own standard format.

Question No. 13: Past Performance Experience (Section J. Volume II. Tech Offer no. 3)

RFQ states that it is required to submit at least 3 mural-related contracts completed within the last 2 years.

Could you please clarify the exact criteria for the 'last 2 years'? Could you please confirm whether this period is calculated based on the original announcement date, the revised proposal submission deadline, or if it covers all projects performed within the calendar year 2024. Answer:

Answer: This refers to projects completed from 2024 to the present.

Question No.14: Past Performance Experience (Section J. Volume II. Tech Offer no. 3)

The RFQ states that offeror must submit at least 3 contracts related to mural art. Could you please confirm whether it is allowed to submit additional relevant projects beyond this minimum requirement?

Answer: Yes, Offeror is allowed to submit additional contracts; however, doing so will not result in any bonus points or penalties.
