About this file
This is an Amendment to Solicitation/Modification of Contract (Amendment 0002) issued by the General Services Office at the American Embassy in Seoul, Korea for RFQ #19KS7026Q0058, American Diplomacy House Mural Replacement. The amendment was issued on August 27, 2026, with an effective date referenced in block 16c, and modifies the requisition dated August 13, 2026.
The amendment revises Section B.2.2.1 of the Statement of Work to specify contractor requirements for mural design and execution. The contractor must engage a qualified mural artist or professional firm with proven experience in high-profile, large-scale contemporary public works projects. The design concept must reflect contemporary visual language and incorporate themes aligned with shared U.S.–Republic of Korea values, including innovation, alliance, democratic ideals, and cultural exchange. The contractor shall submit three distinct and acceptable design concepts presented as moodboards/storyboards with rough visual directions for government selection of a primary direction. Designs must not infringe upon copyright, trademark, or intellectual property rights. A reference image provided in Attachment 4 serves strictly as a pricing benchmark for line density and color count and is not intended as design direction or inspiration. Following government selection of a concept, the contractor shall develop the final execution design supported by scaled mock-ups or high-resolution digital renderings demonstrating intended visual impact. Revision requests for the final design are capped at a maximum of three rounds. The contracting officer Helen No signed the amendment on August 27, 2026.

RFQ #19KS7026Q0058
American Diplomacy House Mural Replacement
1. Section B.2.2.1 is replaced to below:
B.2.2.1. The Contractor shall engage a qualified mural artist or professional firm with a proven track record in high-profile, large-scale contemporary public works. The artist shall develop a sophisticated visual concept that reflects a contemporary visual language and incorporates themes aligned with shared U.S.–ROK values, such as innovation, alliance, democratic ideals, and cultural exchange.
The Contractor shall submit three (3) distinct and acceptable design concepts for the
Government’s selection. For the purposes of this requirement, "design concepts" is defined as presenting three (3) moodboards/storyboards (including rough visual directions) to select one primary direction first. The Contractor shall ensure that the developed design does not infringe upon any copyright, trademark, or intellectual property rights. Additionally, reference image provided in Attachment 4 is to be strictly used as a pricing benchmark for line density and color count, and is not intended to serve as design direction or concept inspiration.
The Contractor shall further develop the Government-selected concept and submit the final execution design. The submitted design must be supported by scaled mock-ups or high-resolution digital renderings to demonstrate the intended visual impact prior to execution.
Revision requests for the submitted final design shall be capped at a maximum of three (3) rounds.
