About this file
This is Amendment No. 1 to an advertised contract issued by Paulding County Board of Commissioners Department of Transportation for Professional Engineering Design Services related to the Third Army Northern Alignment Feasibility Study (RFQ 26027-1518). The amendment, dated April 2, 2026, incorporates meeting minutes and sign-in sheets from the non-mandatory pre-proposal conference held on that date and updates key project deadlines. The Statement of Qualifications (Phase I) submission deadline is April 17, 2026 at 10:00 A.M. Eastern Time, to be delivered to Tara Goldin, Purchasing Agent/Contract Administrator at Paulding County Purchasing & Contracting, 240 Constitution Boulevard, Dallas, Georgia 30132. The Phase II notification date for shortlisted finalists has been adjusted from May 1, 2026 to May 4, 2026, with Phase II Technical Approach submissions due May 15, 2026, and finalist responses tentatively scheduled for May 22, 2026. Bidders must submit one original, five copies, and an electronic version of their SOQ in a sealed envelope, including all required signed exhibits and attachments and completed addenda. The project scope involves developing a feasibility study to determine the optimal location for an additional Interstate 75 interchange and connector road serving residents in Paulding, Bartow, and Cobb counties.
The amendment clarifies submittal requirements and corrects the SOQ due date in the original solicitation from April 2 to April 17, 2026. Required proposal documents include Certification Forms (Exhibit II), Paulding County Board of Commissioners Contractor and Subcontractor Affidavits (Exhibits III and IV), and an Area Class Table, with Attachments 1 and 3-11 to be placed in an appendix section. No cost proposals should be submitted during Phase I. Currently, no federal or state funds have been allocated to the project; however, Paulding County intends to solicit federal and state funding and will ensure the project follows applicable federal and state processes for future funding eligibility. The project originated over 20 years ago as a connector road initiative and was previously abandoned; the current feasibility study represents a renewed effort to assess access options for the tri-county region.

1 Response
E. Special Items to Note:
George Jones provided background on a connector road project from Dabbs Bridge to Third Army Road, explaining that it originated over 20 years ago in 2002 for a new interchange on I-75.
At the time it was led by Cobb County. The previous engineering project through various phases, including a justification report for a southern alignment, was eventually abandoned. George noted that the current focus is on assessing the feasibility of providing access for residents in Paulding, Bartow and Cobb counties for a new connector road connecting to I-75 north of Third Army Road in Bartow County.
6. Questions and/or Additional General Items Discussed:
• Is there currently federal funding in the project?
o No, at this time no federal or state funds have been allocated to the project. While no federal/state funds currently allocated for the project, the County will be soliciting federal/ state funds for the project. The project will need to follow the federal/ state process to be set up for future federal/ state funds.
• If Attachments 1 through 11 are to be included, is there a preference as to under which section we should place these in (ex. A. Administrative Requirements)? Or should it be in an Appendix after C. Resources/Workload Capacity section?
o Attachments 1 and 3-11 should be placed in the appendix of the SOQ. Attachment 2 is required within the SOQ (reference VI Instructions for Content and Preparation of Statements of Qualifications – Phase 1 Responses)
