About this file

This is a solicitation amendment issued by the State of Maine Department of Public Safety, Bureau of Emergency Medical Services, extending the application submission deadline for RFA #202606106, Rural Health Transformation Funding for Community Paramedicine. The amendment revises the original application deadline from August 17, 2026 to August 24, 2026 at 4:00 p.m. local time. The funding initiative targets Maine EMS agencies operating in HRSA-eligible rural zip codes to initiate or expand Community Paramedicine services, with priority given to applicants in Washington and Aroostoak counties and preference for those operating in Lincoln County. Eligible applicants include all Maine EMS-licensed agencies, both transporting and non-transporting services, which may collaborate regionally. The anticipated contract period runs from September 1, 2026 through September 30, 2027. Questions regarding the solicitation are due August 4, 2026.

The Department anticipates $4,964,064 in total available funding for FY2026 across all awards. Individual agencies may request up to $500,000, while regional collaborative groups may request up to $750,000. Allowable uses include prevention and chronic disease management, provider payments, consumer technology solutions, training and technical assistance, workforce recruitment and retention, information technology advances, behavioral health services, innovative care models, capital expenditures, and provider collaboration. Non-allowable uses include pre-award costs, construction, lobbying, meals, covered telecommunications equipment, and activities designed to supplant existing state or local funding. The lead agency must obtain or maintain a Community Paramedicine license throughout the contract period, and agencies may participate in multiple regional applications but serve as lead on only one. Awarded applicants must provide quarterly updates, project deliverables, and case studies documenting lessons learned. Evaluation will be conducted on a 100-point scale, with multiple awards anticipated.
