About this file

Amendment #8 to Solicitation Number BPM049082 is issued by the State of Maryland, Department of General Services, Office of State Procurement on February 23, 2026. Jessica Knott, DGS Procurement Officer, issued this amendment to the Statewide Trash Removal and Recycling Contract. The amendment clarifies, adds to, deletes from, corrects, and/or changes the bid documents as required under COMAR 21.05.02.08, which mandates acknowledgment of all amendments issued.

The amendment addresses Questions and Answers Round 3 regarding Section 2.3-D Equipment and Supplies, specifically clarifying rental fee structure for containers. The amendment stipulates that rental fees must be provided for containers larger than 8 cubic yards for agencies that choose to rent on a weekly basis. Agencies that provide their own containers or require only one-time/on-call services shall not be charged rental fees. This clarification prevents billing complications such as negative invoices or credit memos for agencies with on-call services that do not require services during certain billing periods.

AMENDMENT #8

DATE: February 23, 2026

STATE OF MARYLAND

DEPARTMENT OF GENERAL SERVICES

Office of State Procurement

SOLICITATION NUMBER: BPM049082

CONTRACT TITLE: Statewide Trash Removal and Recycling Contract

The Solicitation has been revised to include the following:

Questions and Answers Round 3 Q. Regarding Section 2.3-D Equipment and Supplies, is the intent for the Agency to not be charged rental if they own the container? If so, can the Agency rename Column F on the pricing sheets to state “Weekly Rental Fee” (to include all types of containers)?

a. Can the Contractor then utilize column F (Weekly Rental Fees) and put $0.00 rental for the Agency-owned containers instead of committing to providing a credit back to the Agency? In instances where containers are on-call and not on a service frequency, this would create a negative invoice or credit memo if no services were requested during the billing period and would potentially create billing problems.

A. Rental fees should be provided for containers larger than 8 cu. yd. for agencies that choose to rent on a weekly basis.

Agencies that provide their own containers or only require one-time/on-call services shall not be charged a rental fee
