About this file

This is an Amendment (Amendment 4) issued by USAID Peru on January 30, 2025 that pauses the Request for Applications (RFA 72052725RFA00001) for the Strengthening Systems for Health Security Activity (SSHS). The pause was implemented in response to President Trump's Executive Order on reevaluating foreign aid and subsequent State Department instructions that suspended review of new foreign assistance grants and contracts.

The original RFA was issued on October 18, 2024, with a Business Day scheduled for November 7, 2024, questions due by November 15, 2024, and applications due December 20, 2024. The opportunity, funded under CFDA 98.001 (USAID Foreign Assistance for Programs Overseas), was to be awarded as a single cooperative agreement with unrestricted eligibility. The amendment directs all prospective applicants to pause evaluation and negotiation activities and notify any sub-partners, with further guidance to follow. Recipients must confirm receipt of the notice to limaroaaletters@usaid.gov.

Security Activity (SSHS)

Subject: Pausing the Request for Applications and any Requests for Foreign

Assistance Funding

Dear Valued Prospective Applicants:

On Friday, January 24, 2025 USAID Peru issued Stop/Suspend Work Orders, in accordance with President Trump’s Executive Order entitled “Reevaluating and Realigning United States Foreign Aid” and instructions from the Secretary of State in a cable dated January 24, 2025 (25 STATE 6828). Those Orders apply to contractors and recipients under a binding contract or agreement inclusive of all existing and obligated foreign assistance awards.

Secretary of State’s cable further directed USAID and the Department of State:

“Effective immediately, I am suspending the review process for proposals for new foreign assistance grants, subgrants, contracts, or subcontracts. No new funds shall be obligated for new awards or extensions of existing awards until each proposed new award or extension has been reviewed and approved by F as consistent with President Trump's agenda.”

Therefore we’re communicating to you that, in light of the foreign assistance pause, we are also pausing all evaluation and negotiation for previously posted solicitations for which prospective partners have submitted proposals or applications. We will not be moving those actions forward at this time. We ask that you convey this message to your sub-partners.

We ask for your understanding. Please confirm your receipt and understanding of this letter to limaroaaletters@usaid.gov. We will follow up with further guidance
