About this file

This document is an Amendment (001) to a Request for Quote (RFQ) for Legionella Water Sampling Services issued by the Department of Veterans Affairs Network Contracting Office 21 at the Southern Nevada Healthcare System. The RFQ (solicitation number 36C26126Q0045) has been amended to address vendor questions and extend the quote submission deadline to 10-07-2025 at 10 AM PDT. The Q&A section clarifies several technical requirements, including: personnel and lab qualification documentation (resumes and certification copies are excluded from the 10-page technical capability limit), maintenance of equipment definition, sampling schedule expectations, and confirmation that past performance should be included in the technical capability file.

The solicitation involves quarterly Legionella collection and testing and monthly SPS (Supplemental Performance Services) collection and testing, with 330 additional samples potentially required under work items C & D. Vendors are instructed to submit quotes in two parts: Technical Capability and Pricing, with an emphasis on providing concise, relevant information to facilitate comparative analysis. The contracting officer encourages vendors to submit clear, focused responses that allow for informed evaluation, and has provided clarification on various technical and administrative aspects of the procurement to assist potential offerors in preparing their submissions.

Question & Answers Legionella Water Sampling Services

RFQ-36C26126Q0045

1. Page 32 – 33, Solicitation does not show Clause 52.222-43 selected. Can the government clarify if this clause applies to this multiple year contract?

The contracting officer shall insert the clause at 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts), or another clause which accomplishes the same purpose, in solicitations and contracts if the contract is expected to be a fixed-price, time-and-materials, or labor-hour service contract containing the clause at 52.222-41, Service Contract Labor Standards, and is a multiple year contract or is a contract with options to renew which exceeds the simplified acquisition threshold.

2. Page 43 a. Personnel Qualifications i. States “A resume of previous work for each sampler shall be provided.” Can the government clarify that a list of previous work is acceptable? YES, that is acceptable. If a full resume is required, can the government clarify if resumes are excluded from the page count? Resume are excluded from page count.

3. Page 43 a. Personnel Qualifications ii. Requires a resume. Can the government clarify if resumes are excluded from the page count? Yes, resumes are excluded from page count.

4. Page 43 b. Lab Qualifications – Can the government clarify if copies of certifications are exempt from the page count? Yes, Certificate Copies are exempt from the page count.

5. Page 43, c. Management Approach, vi. Is asking for established policies regarding safety, maintenance, and sampling techniques. This solicitation is for water collection and laboratory testing; can the government clarify what “maintenance” requirement they are referring to? Maintenance refers to the internal upkeep of the equipment used by the vendor in the performance of this requirement.

6. Page 43, c. Management Approach, vii. States “Explain the schedule for sampling to ensure that samples are spread throughout the quarter.” The Performance Work Statement requires quarterly Legionella collection and testing and monthly SPS collection and testing. Can the government clarify what “ensure that samples are spread throughout the quarter” means? This should outline your internal process that aligns with the monthly and quarterly sample collections. Water collection is usually scheduled for a specific date during the quarter or month.

7. Page 43 Technical Capability Statements states “File shall not exceed (10) pages (exceeding ten pages will not be evaluated).” If certifications and resumes are not excluded from the 10 page limit, will the government increase the page limit to allow for compliant responses to all Technical Capability requirements? The limitation on pages reduces the fluff some vendors submit. Vendors are encouraged to submit concise upfront relative information, that allows the selection authority to make an informed comparative analysis of relevant information.

8. Page 44 Past Performance and Pricing – Should these be submitted as separate files from the Technical Capability requirements? As stated in the instructions, the quote should be submitted in two parts. Technical Capability and Pricing. Technical Capability file should include Past Performance information.

9. Should the 330 as needed samples under Work items C & D be included with the routine quarterly sampling under line item 0001, or should line item 0001 only include the cost for the routine sampling in Work items A & B?

The 330 samples as needed under Work items C & D should be included under line item 0001.
