We respectfully request clarification on the scope of the two reissued VA Houston (MEDVAMC)

RTLS RFQs: 36C25626Q1298 and 36C25626Q1300.

Our Interpretation of Scope Separation Between RFQ 36C25626Q1298 and RFQ

36C25626Q1300

After reviewing RFQ 36C25626Q1298 (CenTrak Equipment Replacement) and RFQ

36C25626Q1300 (CenTrak RTLS Remediation), our understanding is that the Government intends these solicitations to address two distinct but complementary aspects of the Michael E.

DeBakey VA Medical Center's CenTrak RTLS environment.

Specifically, it appears that RFQ 36C25626Q1298 is focused on RTLS battery management, while RFQ 36C25626Q1300 is focused on RTLS infrastructure remediation, restoration, and coverage expansion.

Basis for This Interpretation

RFQ 36C25626Q1298 – Equipment Replacement

Although the Statement of Work references replacement of failed RTLS devices and expansion of coverage, the pricing schedule contains only battery-related products and associated labor/travel services. Specifically, the identified material line items are only batteries:

• ITAK-356 Lithium D-Cell Batteries (231)

• ITAK-764 Tag Batteries (1 pack)

• ITAK-768 Micro Tag Batteries (13 packs)

• ITAK-767 Asset Tag Batteries (445)

The remaining line items consist solely of technician services and travel. No CenTrak infrastructure hardware such as Stars, Monitors, Virtual Walls, LF Exciters, gateways, controllers, or other fixed infrastructure devices are included in the pricing schedule. (Pages 16, 19-20)

As a result, our interpretation is that RFQ 36C25626Q1298 is intended to provide only battery management of RTLS tags and infrastructure devices, rather than a broad RTLS infrastructure remediation project.

Furthermore, because the only products identified in Section B.4 are batteries, our interpretation is that the scope of replacement activities under RFQ 36C25626Q1298 is constrained by the battery quantities listed in the solicitation and should not be construed as an open-ended authorization to replace RTLS infrastructure devices that are not represented within the contract line items. Specifically, the solicitation identifies replacement quantities:

• 231 ITAK-356 battery packs

• 1 ITAK-764 battery pack

• 13 ITAK-768 battery packs

• 445 ITAK-767 battery packs for a total battery management and replacement effort associated with the identified CenTrak

RTLS tags and infrastructure devices.

RFQ 36C25626Q1300 – RTLS Remediation

In contrast, RFQ 36C25626Q1300 includes a pricing schedule that consists entirely of CenTrak infrastructure devices and associated implementation services. The identified material line items include:

• 1 Low Frequency Exciter (ITDK-340)

• 8 CenTrak Stars (ITK-103)

• 29 Multi-Mode IR/BLE Monitors (ITK-313L)

• 138 Virtual Walls (ITK-323L) along with associated services for:

• Hardware installation

• PoE cable installation

• Device configuration

• Survey/design/as-built documentation

• Engineering review

• Project management

• Certification and testing

• User acceptance testing

• (Pages 17, 20-23)

The Performance Work Statement also focuses on:

• Restoration of RTLS infrastructure

• Replacement of missing or damaged infrastructure devices

• Installation of PoE cabling

• Firmware alignment and configuration

• Device registration

• Validation testing

• Coverage reinforcement and expansion

• System performance restoration to OEM standards

(Pages 15-17)

Accordingly, our interpretation is that RFQ 36C25626Q1300 is intended to support:

• RTLS infrastructure remediation

• Infrastructure hardware replacement

• Coverage expansion and reinforcement

• Infrastructure configuration and optimization

• Validation and acceptance testing

• Restoration of system performance to OEM standards rather than battery lifecycle management.

Additionally, because the pricing schedule specifically identifies the infrastructure devices to be replaced or installed, our interpretation is that the remediation and expansion effort is bounded by the quantities identified in the PWS and pricing schedule, namely:

• 1 LF Exciter

• 8 Stars

• 29 Monitors

• 138 Virtual Walls for a total of 176 infrastructure devices requiring installation and configuration, together with the supporting cabling, testing, documentation, and project management services identified in the solicitation. (Pages 17, 20-23)

Understanding of Government Intent

Based on the structure of the respective pricing schedules, we believe the two RFQs establish a clear separation between:

• Battery replacement and tag sustainment effort

• Quantities bounded by the battery products identified in Section B.4

• Associated technician and travel services necessary to execute the battery refresh effort

• No identified RTLS infrastructure hardware procurement line items

RFQ 36C25626Q1300

• RTLS remediation, restoration, and coverage expansion effort

• Quantities bounded by the specified infrastructure hardware identified in Section B.4

• Associated installation, cabling, configuration, validation, and documentation services

• No identified battery procurement line items

Requested Confirmation

Accordingly, our interpretation is that the Government intends for:

RFQ 36C25626Q1298 to address RTLS battery management activities, with work and material quantities aligned to the battery-related line items identified in the solicitation.

RFQ 36C25626Q1300 to address RTLS infrastructure remediation, replacement, and coverage expansion activities, with work and material quantities aligned to the specific CenTrak infrastructure devices identified in the solicitation.

We respectfully request confirmation that this interpretation accurately reflects the Government's intent, and that infrastructure remediation and expansion activities involving CenTrak Stars, Monitors, Virtual Walls, LF Exciters, associated cabling, configuration, and validation are intended to be performed under RFQ 36C25626Q1300, while battery management activities are intended to be performed under RFQ 36C25626Q1298.
