4. Will the VA provide a spot for the Prime Contractor employee(s) to set up an office or should contractors include monies for a temp office, utilities, etc.? We ask this because we know the VA has very little spare real estate.

VA Response: Prime contractor will be provided space for one (1) job trailer, one (1) storage container and (1) dumpster if space is available. Contractors with existing job trailers onsite for other projects are not permitted a second job trailer onsite. Contractor shall include costs associated with the temp trailer, storage container, and dumpster. See specification 01 00 00, paragraph (1.21) & (1.22) for utilities to be provided by the VA and utilities provided by the contractor.

5: Can the Superintendent be shared across multiple projects or should they be dedicated full-time to this project and this project only?

VA Response: No. Project Superintendent shall maintain a physical presence at the site.

6: Can the Superintendent fulfil multiple roles on this project?

VA Response: Yes

7: If so, can they also fulfil the Quality Control role?

VA Response: Yes. Per specification 014500-2 (3.1), The project superintendent maintains a physical presence at the site at all times and is responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.

8: What about the SSHO role?

VA Response: Yes, provided they meet the requirements detailed in specification 013526 (1.8).

9: Per the Quality Control section of the specifications the following CQC managers are required to be graduate level engineers. The majority of these positions require 2 years of construction and/or 5 years of supervision experience.

Will any of the below positions be required to be onsite full-time:

8a. - CQC System Manager 8b. - DQC Manager 8c. - CQC Electrical 8d. - CQC Manager Mechanical 8e. - CQC Manager Civil 8f. - CQC Manager Structural 8g. - CQC Manager Environmental 8h. - CQC Architectural

VA Response: The contractor is responsible to establish and maintain an effective quality control system.

10: Does the VA anticipate this project will require off hours work?

VA Response: Utility outages and interruptions in service are to be performed after hours (after 4:30 pm and before 7:00 am) weekdays, weekends and holidays. Contractor to include all necessary labor, during normal working hours and afterhours, to complete the project within 180 calendar days after receiving notice to proceeded. Normal working hours 7:00 am to 4:30 pm Monday through Friday.

11: If so, what trades or scopes will be required to perform off hours work?

VA Response: Contractor to determine.

12. Who is the existing building fire alarm contractor/vendor?

VA Response: According to observations made in field, the sales/service provider for the fire alarm panel is Bettwy Systems (https://www.bettwysystems.com/). See attached Photo 001.

13. Who manufactures the existing fire alarm system?

VA Response: According to observations made in field, the current fire alarm panel is a Notifier by Honeywell. See attached Photo 001.

14. Are 6’ temp fences acceptable in lieu of 7’ fencing? 7’ is not a standard temp fence height and an 8’ would likely be used instead. Temp fencing this tall can’t support privacy screening, even cutting air vents into the screening to let wind gusts pass through. The fence then turns into one with driven posts and adds considerable costs to the temp fence.

VA Response: 6' fence is acceptable. Privacy screening is required as it was a specific request from the VA during design development. Reference Drawing

15. Drawing EP601 directs us to “Provide New Tap at Existing Breaker”. Does the existing breaker have the capability of adding the new cabling?

VA Response: The breaker had capacity for new cabling as of January 2020.

Encorus cannot make assurances that site modifications have not occurred since then. Reference Drawing EP601.

16. Is the scale correct?

VA Response: No. The scale for ES101 should read 1/8"=1'. Reference Drawing ES101.

17. Drywall scope isn’t clear regarding shaft ceiling work. Please clarify scope and extent of ceiling demo/new work to enclose shaft ceiling (indication of surface area via plan view so we can do a takeoff would be helpful).

VA Response: Existing stairwell is open to ground floor of the boiler plant.

Per NFPA 20, fire pump rooms must be enclosed with a 2 hour fire resistive barrier. A 2 hour fire rated ceiling assembly (detail 4 on A-601) over the area of the stairwell as shown in detail 2 on A-101. Ceiling assembly must cover the stairwell from door 201, to shaft wall BB and span the width of the stairs.

Reference Drawing A-101.

18. Detail 4: Confirm the Structural Panel floor and 9.25” joists are existing, and contractors are to install resilient channel, insulation and GWB on the existing subfloor and joists.

VA Response: Structural Panel floor and 9.25” joists are not existing.

Existing stairwell is open to ground floor of the boiler plant. VA has requested the addition of the structural panel floor and joists as a component of the stair enclosure so as to ensure that personnel accessing the top of the existing locker and restroom areas do not accidentally fall through the stairwell ceiling.

See attached Photo 002 and Photo 003 (looking up from mid-stair landing).

See attached Photo 002 and Photo 003 (looking up from mid-stair landing).

Reference Drawing A-601.

19. Detail 5: How many columns are included in the scope of work?

VA Response: Stairwell column indicated within detail 1 on A-101 is the only exposed steel column in the pump room area. Other columns within the pump room are concrete construction. Per keyed note 2 on A-101, the ceiling, including the steel beams should receive 2-hour fire protective covering.

Reference Drawing A-101.

20. Is it possible to get the building steel drawings so we can properly account for all steel to be fire proofed?

VA Response: As-Built plan & detail of Building 3 is included in this amendment.

21. Details 7 & 8: These indicate new GWB both sides. Doors in plan view don’t specify which detail is applicable, but we assume this detail will only apply to door 201?

VA Response: Correct, details 7 and 8 apply to door 201 only, for 100 series doors refer to Detail 9. Reference Drawing A-601.

22. The specs include Division 10 Signage, but we didn’t see any signage scope.

Please clarify.

VA Response: 10 14 00 - Signage specification may not be required. It was included in the package for the replacement existing signs (Room ID, Fire Extinguisher, etc.) needing replacement if damaged during construction/painting activities.

23. Please clarify painting scope. Are all walls and the entire ceiling in the basement to be painted?

VA Response: Walls and ceilings in rooms B01, B01A, and B01B are to be painted. As well as any new construction (i.e. walls and ceiling for stairwell area).

24. Is the entire shaft to be painted (walls and ceilings)?

VA Response: Yes.

25. Key Note 2 indicates grouting abandoned pipe. If ends are capped is grout required?

VA Response: The VA has requested both for extra assurance against leakage. Reference Drawing FD101.

26. Are the fire pumps sized correctly. I understand that they are replacing what was there but the pumps have been around for 40+ years. The building has grown quite a bit. There appears to be many exit stairwells in the building. Has anyone taken into consideration the Standpipe water demand requirement and the fire hydrant system? I believe the standpipe for this building would require 100 psi to the 2½" outlets located in the stairwells. The water flow demand will be based on the number of stairwells. NFPA 14 is the standard that will need to be addressed.

VA Response: Per the Department of Department of Veterans Affairs Fire Protection Design Manual, Note to paragraph 6.2.D: "If the facility is a high-rise building, defined by NFPA 14 as a building more than 75 feet from the lowest level of fire department access to the floor of the highest occupied level, an automatic standpipe system is required by NFPA 14. It is the position of the VA that a manual wet standpipe system should be provided and that the building fire pump should be sized only for the sprinkler system demand with the understanding that the local responding fire department will supply the flow and pressure for manual fire fighting."

The fire pumps were designed to provide appropriate sprinkler flow in accordance with this section of the design manual.

27. The drawings indicate relief valves on the fire pumps. NFPA 20 does not allow relief valves on new fire pump installations. They do not want the pump relief valve sticking open and depriving the fire hydrants, standpipes or sprinkler systems from water.

VA Response: NFPA 20, section 4.20, requires the inclusion of relief valves when the fire pump capacity exceeds the pressure rating of the system components. Not having intimate knowledge of the entire site system components and materials available during design, we included relief valves to protect system components from potential over pressurization.

Per the Department of Department of Veterans Affairs Fire Protection Design Manual paragraph 5.3.I "Relief valves, where installed, shall discharge to the atmosphere and shall not be recirculated back to the suction side of the fire pump"
