About this file
This document is Amendment 2 to Request for Quote (RFQ) 430 for Fire Protection System and Equipment Services issued by the Idaho Department of Juvenile Corrections (IDJC). The RFQ's main document has been revised, with a revised timeline where quotes are now due by 5:00 p.m. Mountain time on May 23, 2024. The contract term is for one year initially, with the option to renew or extend for up to five years total. Site visits were conducted at the JCC - Lewiston and JCC - Nampa facilities, where attendees were provided details on the existing fire protection systems, including quantities of system components. No written questions were received by the deadline, but a phone question was answered regarding the contract term.
The revised RFQ document contains details on the existing fire protection systems at the facilities, including the quantity of system components such as smoke detectors, heat detectors, pull stations, strobes, and fire sprinklers. The RFQ does not mention any pricing terms, set asides, incumbents, funding requirements, or other salient commercial details. The focus is on the technical requirements and logistics of the fire protection system services.

AMENDMENT 2
TO: All concerned vendors
RE: RFQ 430, Request for Quote (RFQ) for Fire Protection System and Equipment Services, closing (as of this amendment) 5:00 p.m. Mountain time, May 23, 2024.
I. The following are changes made to the RFQ.
1. The RFQ’s main document is hereby deleted and replaced by the main document with “REV 2” in red towards the top of the first page. In section 2, Time Lines, we have changed the Quotes Due date.
II. No written questions were received by the deadline of 11:59:59 p.m. Mountain time May 8, 2024; however, we did receive a question via a phone message:
Question: Is it a one year not multi-year agreement?
Answer: We are excerpting section C.1, Contract Term, from Exhibit C – Special Terms and Conditions in quotes below. The initial term of the contract will be one year, and the contract may be renewed, extended or amended.
“C.1 Contract Term The initial term of the Contract shall be one (1) year. Upon mutual, written agreement, the Contract may be renewed, extended or amended. Renewal and extension terms, if exercised, may be for one (1) year periods, or for longer or shorter periods, in the sole discretion of IDJC. The anticipated total Contract term is five (5) years.”
III. The following is information from the site visits:
JCC - Lewiston Held April 25, 2024
Attendees:
Western States Fire Protection, Tracy Gordon Western States Fire Protection, Shantel Claar Cosco Fire Protection, Matthew Bishop JCC – Lewiston, Kelly Stevens
Questions asked and answers provided:
Question: Do you have a monitoring service?
Answer: We are a 24-hour building and we monitor our own fire system.
Question: Do you just have one main panel?
Answer: Yes, we just have one main panel and 2 control panels.
Question: Are we supposed to inspect your domestic water backflows?
Answer: No, a local company does that for us.
Question: How many pull stations do you have?
Answer: It is on the equipment list we provided at the site visit (see below).
Question: Are there any dry sprinkler heads?
Answer: We have one in the entry.
Question: A question was asked about fire sprinkler housing other than the one in the entry.
Answer: We stated we just had the one in the entry.
We explained to them that we have surface fire sprinklers in our juvenile cells.
At least one attendee took pictures of the type of sprinklers and asked if we had to have re-called ones replaced. We said no that they were new enough that they weren’t on the replacement list (the replacement list referenced here is a list that the National Fire Protection Association issued, and the sprinklers at JCC – Lewiston were not on that list).
QUESTION: Any changes in your system since last year?
ANSWER: No.
Additionally, JCC – Lewiston staff provided this equipment list at the site visit:
