About this file

This document is an Amendment 2 to Request for Quote (RFQ) 275 issued by the Idaho Department of Juvenile Corrections (IDJC) for a Mobile Kitchen for their Juvenile Correction Center located in Nampa, Idaho (JCC-Nampa). The amendment changes the timeline, with written questions due by January 8, 2024 and quotes due by 5:00 pm Mountain time on January 26, 2024. It also replaces the original Exhibit A - Specifications and Exhibit B - Price Sheet with revised versions. The amendment addresses vendor questions related to ADA compliance, thermometers, propane tanks, skirting, and dimensions for various equipment.

The RFQ seeks a vendor to provide a Mobile Kitchen unit, along with related equipment such as walk-in refrigeration and freezer units, and a 3-compartment sink. The agency indicates they have a hose bib with a 3/4" connection for water where the unit(s) will be placed. No other pricing, funding, or contract term details are provided in the amendment.

AMENDMENT 2

TO: All concerned vendors

RE: RFQ 275, Request for Quote (RFQ) for Mobile Kitchen, closing (as of this amendment) 5:00 p.m. Mountain time, January 26, 2024.

I. The following are changes made to the RFQ.

1. Section 2, Time Lines, is changed to read:

“2. Time Lines

Written questions due (by 11:59:59 p.m. Mountain time): January 8, 2024

Quotes Due (by 5:00 p.m. Mountain time): January 26, 2024

(If you cannot meet any of the specifications listed in this RFQ, you may submit a question in writing to the contact for this RFQ by the written questions due date. After the quotes are due and before the contract is awarded, IDJC will not consider requests for changes to the specifications and will not accept quotes that don’t meet all of the specifications.)

(Vendors should be able to find overhead images of the JCC-Nampa location on the internet. We do not anticipate the need for a site visit while the RFQ is out for quoting; however, if you believe you need to visit the site contact Jason Urquhart before written questions are due.)”

2. The RFQ’s Exhibit A – Specifications is hereby deleted and replaced by the Exhibit A – Specifications with “REV 1” in red towards the top of the first page now attached as part of the RFQ. We have changed several specifications, and there has been some renumbering.

3. The RFQ’s Exhibit B – Price Sheet is hereby deleted and replaced by the Exhibit B – Price Sheet with “REV 1” in red towards the top of the first page now attached as part of the RFQ. We have added a required response related to SPEC-13, SPEC-21 and SPEC-27.

II. The following are questions, statements, clarifications, and their responses regarding the referenced RFQ. This additional information is added to and is made part of the referenced RFQ.

We can support the operational needs and spec except for the ADA requirement inside the trailer. If that's a non-starter then we will have to non-bid this.
We have changed our specifications. See the REV 1 version of Exhibit A – Specifications.
Please define ADA-compliant as requested in your specifications at it may apply to our MKUs, MDUs, and Dry Storage units?
We have changed our specifications. See the REV 1 version of Exhibit A – Specifications.
Is it absolutely necessary that we install ADA-Compliant ramps?
We have changed our specifications. See the REV 1 version of Exhibit A – Specifications. (We will provide ramps of this nature if it becomes necessary.)
Do you have a current ADA employee, or are you required to just have temporary facilities meet certain requirements, if you should perhaps hire one or a current one becomes disabled?
We have changed our specifications. See the REV 1 version of Exhibit A – Specifications.
Our commercial cooking ranges do not typically come with external viewable thermometers to measure surface temperature. Is this a must? If so, can you please show us an example of what you currently use for consideration?
We do not have to know the surface temperature of the range. We use probe thermometers to find the internal temperature of the food.
Our commercial convection ovens do not typically come with external viewable thermometers to monitor temperature. However we can supply you with standard internal, shelf rack hangable thermometers if that will suffice. If not acceptable, can you please show us an example of what you currently use for consideration?
We have changed our specifications. See the REV 1 version of Exhibit A – Specifications.
Some of our Mobile Units do not come with propane tanks. If that is the case, Is JCC-Nampa willing to contract with a local propane provider to provide the propane tank rental, and set up to our single point of connections, as well as the refill service as needed? This is typically how we handle it with other clients. The 2nd option would be for us as "the contractor" to handle propane tank rental, and re-fill service as needed through a local provider and invoice JCC-Nampa accordingly.
We have changed our specifications. See the REV 1 version of Exhibit A – Specifications.
Is skirting of all the units a must? Are you requiring skirting for a visual purpose or for some other reason?
We were concerned with protecting pipes underneath the unit(s) that might freeze. Since we need the unit(s) during what are typically warmer months, we have changed our specifications. See the REV 1 version of Exhibit A – Specifications.
As far as your required dimensions for Dry Storage Units, Walk-in Refrigeration Units, Walk-in Freezer units. Are those hard dimensions LxW that the equipment must adhere to, or are you willing to accept other units that meet the overall square footage at a minimum? e.g. 18’ x 18’= 324 sq.ft. interior dry storage space.
We have changed our specifications. See the REV 1 version of Exhibit A – Specifications.
You are requesting specific dimensions for a 3-compartment sink. Are you willing to accept an alternate size 3-comparment sink that you adequately wash full size sheet pans or perhaps a maximum size piece of ware? e.g. 24”x24”x 14” D.
We have changed our specifications. See the REV 1 version of Exhibit A – Specifications.
Do you have an available 3/4” fresh water connection with standard city water pressure available on site within 100’ or so of the equipment set up location, that may be utilized for the MKU, and MDU fresh water supply? If not, do you require fresh potable water tank storage, and re-fill service to each of the units?
Yes, we do have a hose bib with a 3/4" connection for water where the unit(s) will be placed.

There are no other changes.

Thank you for your interest in supplying the needs of the Idaho Department of Juvenile Corrections.
