About this file
This Amendment 2 document provides clarifications and supplemental information for RFQ 1216, a Request for Quote issued by the Idaho Department of Juvenile Corrections (IDJC) for pest control services at three juvenile correction center facilities located in Lewiston, Nampa, and Saint Anthony, Idaho. The RFQ closing date is March 16, 2026, at 5:00 p.m. Mountain time. The amendment addresses vendor questions regarding company address requirements for the signature page and documents site visits conducted at each of the three facilities between February 23 and February 26, 2026. Site visit attendees included IDJC staff and representatives from pest control companies including Sprague Pest Solutions and Sawtooth Pest Control. The amendment clarifies that inaccurate information may have been provided during the Lewiston site visit and directs vendors to refer to "Scenario for JCC-Lewiston" on Exhibit B – Price Sheet for accurate pest control requirements, treatments, and service frequency specifications.
The amendment provides detailed notes from each facility site visit regarding service scope, including treatment areas, bait and trap placement, exterior and interior coverage requirements, scheduling preferences (generally once per month with mid-morning preferred timing), escort requirements, and facility-specific pest management considerations. No pricing terms, set-asides, incumbent contractor information, funding amounts, or contract term details are specified in this amendment document. Vendors are instructed that unforeseen pest control issues will be addressed at no extra cost and that service scheduling should be confirmed via email when applicable.

| On the signature page we need to fill out our company’s address. Would you like our company’s HQ, or would you like the address for the branches servicing each of your locations? |
| Whichever location it is that would be the contracting entity. I assume that would be your company’s headquarters, but I can’t say for certain. |
II. A site visit was held at the Juvenile Correction Center in Lewiston, Idaho on Monday, February 23, 2026. Attendees of the site visit are as follows:
Arnold Moore, Idaho Department of Juvenile Corrections (IDJC) Kaleb Carpenter, Sprague Pest Solutions
Notes from the site visit:
The walk through for IDJCL consisted of a full walk around of the building and recreation yards along with a full walk through of the secure areas of the interior of the facility.
Kaleb asked what pest control would be required for the exterior of the main building and around any out buildings, sheds and fencing.
I explained that the base of the exterior walls for the main building would require granular rodent and insect control to be spread along the base of the walls. The walls require insect control to be sprayed around all windows, doors, downspouts and along all rain gutters. The maintenance building and sheds do not require any treatment except for the Juvenile storage shed that has clothing stored in it. The Juvenile storage shed requires a rodent/snake bait box placed on either side of it. The fencing surrounding East and West Rec requires rodent/snake bait boxes to be placed at intervals of twenty feet around the entire perimeter. The insect/snake bait boxes need to be inspected and serviced with each monthly service call.
Kaleb asked about the requirements for the interior of the building. I explained that the base along the hallways, laundry room, sally port areas, booth, Staff break room, nursing room, MPR, and kitchen required insect control spray. Insect bait traps need to be placed in the laundry room, sally ports, and lobby entry way and would require inspection and servicing as needed.
Kaleb inquired as to how often we would like them to come and what time of the day we would prefer them to perform their pest control work. I informed him that we would like to be serviced once a month and that mid-morning would be the preferred time.
Kaleb informed me that if any unforeseen issues with insects or rodents came up they would come out and take control measures at no extra cost.
NOTE: There was some information provided during this site visit that was not accurate. Do not rely upon the information provided during the site visit. For accurate requirements for pests, treatments and frequency, see “Scenario for JCC-Lewiston” on Exhibit B – Price Sheet.
