About this file
This is Amendment #2 to a Request for Proposal issued by the North Middlesex Regional School District in Massachusetts for a Food Service Management Contract (FY26-923). The district seeks a food service management company to operate dining services across six schools: Squannacook, Spaulding, Varnum Brook, Hawthorne Brook, Nissitissit, and North Middlesex High School. The official bid due date is Monday, March 23, 2026, at 1:00 p.m. The contract term is one year with four renewal options, consistent with the previous contract structure that has been in place since August 31, 2010. A prebid attendees meeting was held prior to this amendment, and food samples will not be accepted during the evaluation process. The district clarified that a special education Gateway Program, which operates a limited cafe run by 18-22 year old students approximately once weekly, should be allowed to continue and is not to be considered competitive with the food service contract.
Key operational details include that the school district retains responsibility for equipment repairs, pest control, and any capital improvements or equipment upgrades. The district does not own food service-related vehicles, though district vehicles may be used for equipment transportation. Currently, seven full-time employees utilize healthcare and dental benefits, and all bidders must include the cost of these benefits in their financial proposals as specified on page 47 of the RFP. Tray specifications vary by school: three schools use reusable trays (Squannacook, Spaulding, Varnum Brook) while three use compostable trays (Hawthorne Brook, Nissitissit, North Middlesex High School). Approximately 25-30 senior students may leave campus daily during favorable weather under the Open Campus privilege, potentially affecting meal counts. The district accepts electronic signatures on documents under Massachusetts General Law Chapter 110G, Section 7.

Amendment #2
FY26-923 Food Service Management Contract
Prebid Attendees - Attached
Notes
RFP DUE DATE: There is a discrepancy between the RFP and the Legal Notice about the due date of the bid - the official due date is Monday, March 23, 2026, at 1.00pm
Food Samples: Food samples will not be accepted as we will not have the proper protocols to evaluate them fairly.
Gateway Program Coffee: We operate a Special Education program for 18-22 year old students ( the
Gateway program). These students run a limited cafe program and will bake goods and bring them around for teachers or staff to buy (not available to students). This serves as a teaching moment for those students and provides them with opportunities for social interaction. We would like this program to be allowed to continue and not be considered a competitive program to the existing general food service contract. The students operate the “Gateway Cafe” at most once a week and do not generate anything approaching significant revenue.
