About this file

This is an Amendment 2 Questions and Answers document for RFP 250000002236 issued by the Michigan Department of Transportation (MDOT) for Engineer Recruitment Services. MDOT intends to award one contract to provide recruitment services for engineering positions across all MDOT facilities within Michigan. The contract term runs from July 30, 2025 to July 31, 2028, spanning three years. The document addresses 25 bidder questions regarding contract scope, staffing requirements, work location flexibility, and operational expectations. Key clarifications include that on-site or hybrid work arrangements will depend on individual position requirements and hiring division needs, resumes of all proposed Key Personnel must be submitted with proposals, and remote operations are possible depending on the role. Bidders must follow the State's Civil Service Commission and Office of Human Resources application and selection policies, and contractor Key Personnel changes require state approval.

The contract carries an estimated budget of $400,000 over the three-year term, with compensation structured as a percentage fee (not hourly rates) based on the hired candidate's annual salary. The incumbent contractor is Seacon Associates, charging 27% of the hired candidate's annual salary on the previous contract (number 200000000690), which has spent $626,640 from May 1, 2020 to the present and filled 25 positions. The incumbent is eligible to resubmit a proposal. No mandatory subcontracting requirements exist for this engagement. MDOT will evaluate bidder experience in engineer recruitment across multi-year contracts with similar dollar values, with no preference given to government entity experience. The evaluation team will assess whether bidders meet an 80-point technical threshold and will determine best value by considering technical score and price factors equally, only applying economic impact considerations if these metrics are equal among bidders.

This is boiler-plate language and is not applicable to the technical scoring criteria. MDOT will consider economic impact/cost of ownership to determine “Best Value” only if all factors – technical score and price – are equal between bidders.
