About this file
This is a Questions and Answers Amendment to Request for Proposal No. 260000001301 issued by MDOT (Maryland Department of Transportation) for the Analysis of Wildlife Vehicle Collision Hot Spots for Planning Future Wildlife Crossings project. The RFP seeks qualified organizations to conduct analysis services related to wildlife-vehicle collision identification and infrastructure planning. The solicitation clarifies that universities are eligible to respond as lead organizations without requiring consultant partnerships, and bidders may enter "N/A" on the Vendor Questions Worksheet for questions that do not apply to their organization type, such as gross annual sales requirements. The question submission deadline is 3:00 p.m. on March 15th, with additional amendments to be published if necessary to address further inquiries received by this deadline.
The state does not disclose specific budget allocations or confirm funding amounts during the active competitive solicitation phase. However, proposers should understand that the resulting contract award must comply with funding limitations associated with the grant-supported Wildlife Crossings Pilot Program through which MDOT received $467,376. Bidders are instructed to submit pricing they consider reasonable and appropriate to complete the scope of work as detailed in Schedule A - Statement of Work, with the understanding that their proposal must align with the project's overall financial constraints.

Bidder’s Question State’s Answer
Are universities eligible to apply as lead or do we need to team with a consultant? Some of the questions on the Vendors Question Worksheet do not apply to universities (gross annual sales for last 5 years).
Yes, universities are eligible to respond to the RFP; teaming with a consultant is not necessary. If questions on the Vendor Questions Worksheet do not apply to universities, enter N/A as a response.
The RFP does not reference a budget amount.
Is the full $467,376 awarded to MDOT through the Wildlife Crossings Pilot Program available for this project?
MDOT does not disclose internal budgets or confirm specific funding amounts during an active competitive solicitation. The resulting contract award must fall within the funding limitations associated with this grant-supported project. Proposers should submit pricing they believe is reasonable and appropriate to complete the scope of work as described in Schedule A – Statement of Work.
