About this file
This Amendment Number Two to ITB 2027-1200-0025 issued by the State of Alaska Department of Public Safety Aircraft Section revises the Alaska Bidder Certification Form requirements for procurement of aircraft floats. The amendment, issued on June 18, 2026, provides updated certification documentation that bidders must sign and return with their bids to qualify for the Alaska Bidder Preference. Bids are due by 12:00 p.m. Alaska Time on June 22, 2026, and the contract will commence approximately July 3, 2026, remaining in effect for approximately one year or until completion. The procurement concerns four sets of Aerocet 2200 or Wipeline 2100 floats with PA-18 rigging, paperwork, and Supplemental Type Certificates for Piper PA-18 "Super Cubs," with delivery required within 45 days of the bidder's estimated delivery date.
The Alaska Bidder Certification Form requires bidders to demonstrate entitlement to the Alaska Bidder Preference by providing evidence of a valid Alaska business license as of the bid deadline, maintaining a place of business within Alaska staffed for six months preceding the bid, meeting state incorporation or residency requirements depending on business structure, and confirming that joint ventures, if applicable, are composed entirely of qualifying ventures. The State of Alaska applies multiple preferences including 5% Alaska Bidder Preference, 5% Alaska Veteran Preference (capped at $5,000), 2% Alaska Military Skills Program Preference (capped at $5,000), 15% Employment Program Preference, and 10% Alaskans with Disabilities Preference. Bidders must submit pricing on an F.O.B. basis to 4825 Aircraft Drive, Anchorage, Alaska 99502, with all shipping and delivery costs included in the bid price, and pricing is firm and fixed, exclusive of federal, state, and local taxes. The State will provide a deposit with 100 percent refund if floats are not delivered or the order is canceled, with payment occurring within 30 days of receipt and proper invoicing, subject to funds appropriation. I am the bidder or a duly authorized agent of the bidder, and I certify that the bidder is entitled to the Alaska Bidder Preference. I know and understand that the Alaska Bidder Preference provides for substantial benefits which could be favorable to the bidder and which could affect the award of the Invitation to Bid to the bidder’s benefit. • a canceled check for the Alaska business license fee;
• a copy of the Alaska business license application with a receipt stamp from the state’s occupational licensing office; OR
• a sworn notarized affidavit that the bidder has applied and paid for the Alaska business license.
