About this file
This Amendment 2 to a State of South Carolina Request for Proposal establishes a statewide term contract for body-worn cameras, in-car video systems, and software-as-a-service (SaaS) video storage, software, and data solutions for use by all South Carolina public procurement units. The solicitation is divided into two lots: Lot One includes body-worn cameras, in-car video systems, and SaaS video management services; Lot Two includes body-worn cameras only with SaaS video management services. Proposals must be submitted online by May 14, 2024, with questions due by April 16, 2024 at 5:00 PM. A non-mandatory pre-bid conference is scheduled for April 16, 2024 at 10:00 AM via Microsoft Teams. Award is scheduled for July 23, 2024. The initial contract term is one year with four additional one-year renewal options for a maximum five-year contract period, with an estimated start date of September 4, 2024. Body-worn cameras must include minimum specifications of 1080P HD video, 30 FPS frame rate, 120-degree field of view, 64GB onboard storage, and eight-hour battery life. In-car video systems must meet similar video specifications with exterior and interior cabin audio capability. The video management system must be cloud-based, CJIS-compliant, support unlimited data storage, include encryption at rest (AES-256 minimum), provide chain of custody tracking, and maintain 99% uptime outside scheduled maintenance.
Pricing must be submitted as a separate document in two parts: Part One requires a spreadsheet with all currently available products, list prices, category designations, and SKU numbers with discount structures applied; Part Two requires pricing for two hypothetical scenarios (Lot One: 500 officers with body cameras and 500 patrol vehicles with in-car video; Lot Two: 200 officers with body cameras), with annual costs including hardware, installation, training, and one year of SaaS services. Award may be made to up to three highest-ranked offerors for each lot based on technical proposal evaluation (60 points maximum) and business proposal pricing (20 points). The offeror must be the equipment manufacturer or an authorized distributor with a current manufacturer authorization letter. An administrative services fee of 1.0 percent of total quarterly sales is due to Procurement Services. The state will maintain and publish contract pricing on its website as the maximum allowable price. Contractors must comply with all Criminal Justice Information Services (CJIS) Security Policy requirements, maintain cyber liability insurance of $5 million per occurrence and $10 million aggregate, and agree to provide data exit and turnover services at no additional cost upon contract termination.

IMPORTANT NOTICE: In order to make the solicitation document easier to read, the state has opted to issue a completely new document. This approach has been selected in an effort to ensure the clarity of the contract documents during both the “Pre-Award” and “Post Award” phases of this procurement. Prospective bidders should discard the original solicitation document and use this document when preparing their on-line bids.
In an effort to assist your review of the amendment, we have endeavored to highlight changes in yellow. To use this feature, offerors will need to view the electronic version of this document.
Despite our best efforts, there is a chance that a change was inadvertently left unhighlighted.
Therefore, offerors are cautioned that they are responsible to review the content of the entire document and cannot rely detrimentally on highlights identifying all changes.

DISCLOSURE OF CONFLICTS OF INTEREST OR UNFAIR COMPETITIVE ADVANTAGE (FEB 2015)
You warrant and represent that your offer identifies and explains any unfair competitive advantage you may have in competing for the proposed contract and any actual or potential conflicts of interest that may arise from your participation in this competition or your receipt of an award. The two underlying principles are (a) preventing the existence of conflicting roles that might bias a contractor's judgment, and (b) preventing an unfair competitive advantage. If you have an unfair competitive advantage or a conflict of interest, the state may withhold award. Before withholding award on these grounds, an offeror will be notified of the concerns and provided a reasonable opportunity to respond. Efforts to avoid or mitigate such concerns, including restrictions on future activities, may be considered. Without limiting the foregoing, you represent that your offer identifies any services that relate to either this solicitation or the work and that has already been performed by you, a proposed subcontractor, or an affiliated business of either. PRICING (MAR 2024)
(a) Fixed Price. If a fixed price is required, award will not be made on an Offer if the total possible price to the State cannot be determined. (b) Price Reasonableness: Any offer may be rejected if the Procurement Officer determines in writing that it is unreasonable as to price. S.C. Code Ann. Reg. 19-445.2070E. (c) Unbalanced Pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated. The responsible procurement officer may reject an offer as unreasonably priced if she determines that unbalanced pricing increases performance risk (e.g., it is so unbalanced as to be tantamount to allowing an advance payment) or could result in payment of unreasonably high prices.
