About this file

This document is an Amendment 2 issued by the State of Maryland Department of General Services Office of Procurement and Logistics regarding Invitation for Bid (IFB) number 001IT821186 / BPM020457 for a Gas Chromatograph Mass Spectrometer Mass Spectrometer. The amendment clarifies and addresses questions related to the specifications, including polarity and ionization switching, warranty and service requirements, and sensitivity requirements. The original contract is for the procurement of one (1) Gas Chromatograph Mass Spectrometer Mass Spectrometer at a firm fixed price to include shipping, delivery, and installation.

The amendment indicates that the intended warranty period is one (1) year from the manufacturer, followed by an additional two (2) years of service coverage. The procurement officer specifies that the lowest cost Quadrupole Mass Spectrometer (QQQ) is the desired solution, and that the Split/Splitless (S/SL) inlet should be able to handle up to 2 microliters in split mode.

ITB NUMBER: 001IT821186 / BPM020457

ATTENTION ALL BIDDERS:

1. The following questions have been raised in regard to the above referenced IFB:

Q1. In regard to Section C – Specifications, Paragraph B - Specifications, Paragraph 1 -

Equipment, Line g): Multi-mode sources is a name that is generally used in LC-MS. Can you provide further details on polarity and ionization switching? The ionization technique will either be EI of CI and polarity can be changed in CI mode, but we are not sure what is meant by ionization switching. Are you referring to PCI/NCI?

A1. This was meant to refer to the PCI/NCI switching.

Q2. In regard to Section C – Specifications, Paragraph B – Specifications, Paragraph 3 –

Additional Requirements and Warranties, Line c): Vendor does not offer a two year warranty. We have a one year warranty that can be extended through a service contract.

Is it acceptable to provide a one year warranty, one year service contract and then option years for 3 and 4?

A2. The intent is to have two (2) years of service added after warranty period ends.

Q3. Vendor offers two CG-QQQ mass spectrometers, each with different levels of sensitivity. You did not provide a sensitivity specification as part of the RFQ. Are we to assume that you would like the lowest cost QQQ?

A3. The lowest cost QQQ.

Q4. In regard to Section C – Specifications, Paragraph B - Specifications, Paragraph 1 -

Equipment, Line e): A S/SL inlet may support large volume inject. What volume are you requiring? In general, the design intent of the Programmable Pressure Temperature type inlet is to support Large Volume Injection as this is a limitation of most S/SL inlet.

A4. The S/SL should be able to handle up to 2- ul in split mode.

Q5. In regard to C – Specifications, Paragraph B – Specifications, Paragraph 3 –

Additional Requirements and Warranties, Lines c & e): Can you clarify how many years’ service total? Do you mean: 1 year manufacture warranty + 1 year extended warranty (TAW) + 2 year total assurance plan?

A5. The two year service plans/warranty starts after the initial 1 year manufacturer's warranty.

For any questions please contact the Procurement Officer.
