About this file
Amendment #2 pertains to a contract opportunity issued by the South Carolina Department of Natural Resources (SCDNR) for window and siding installation at the Tom Yawkey Wildlife Center. The project is structured with two distinct lots: Lot 1 involves installing 14 ViWinco S Series windows at house YWC 18, and Lot 2 requires installing Alside's ODYSSEY PLUS PREMIUM VINYL SIDING in Glacier White with Mountain Fern trim. A mandatory pre-bid site visit is scheduled for 6/5/2025 at 11:00 am EST, requiring contractors to take a ferry to the island. Offers are due by 6/25/2025 at 10:00 am EST, with the contract award to be posted the same day. The project contract term is from 6/26/2025 to 9/30/2025, with a strict 90-day completion requirement.
The procurement emphasizes state preferences and opportunities for disadvantaged businesses, offering potential tax credits for subcontracting with disadvantaged small businesses. Contractors must possess a valid South Carolina Contractors License and carry specific insurance coverages, including Commercial General Liability, Auto Liability, and Worker's Compensation. Minority business participation is actively encouraged, with specific documentation requirements for subcontractors. Vendors can qualify for Resident Vendor, Resident Contractor, and Resident Subcontractor designations, which may provide competitive advantages during evaluation. Pricing will be evaluated on a unit price basis, requiring comprehensive pricing for both labor and materials. The solicitation appears targeted toward small to mid-sized contractors with specific expertise in window and siding installation, particularly those familiar with wildlife center or institutional building environments.

Vendor Questions and Answers
1. Concerning the condition of the eaves of the building, what is to be done about the boxing no longer being in place. There is exposed plywood overhang with a brand new roof already in place and this will result in some of that having to be reworked as a detail is constructed that will allow from proper material installation. Can an expected detail be provided to allow for all contractors to price so we are all pricing the same thing?
Answer: The house did not have boxing of the soffit previously. The prior condition was a 1” x 8” treated board and 6” exterior grade crown molding on top of that. That condition is acceptable for the repair. If shingles or drip edge need to be removed, it would be the contractors responsibility to return the roof to the condition they found it in.
1. Please confirm that equipment and vehicles will be transported to the island when required at no cost to the contractor?
Answer: No cost is involved but there are stipulations on timing. Bridge typically available Mon-Fri from 8:00-4:00 or times that are otherwise agreed upon between the Contractor and SCDNR. There are short periods of extreme low and high tides where the bridge might be inoperable.
1. Will the mosquito control truck be spraying this area to help with production and control of the insects during this process?
Answer: We make no guarantee a mosquito control truck would be in use while work is taking place, but will work with the Contractor to assist with this effort
1. Given the detail issue at all soffit areas will additional time be added to the contract for performance as well as time on the bid process?
Answer: The completion date for the work will still be 90 days from receipt of the purchase order and the bid responses are still due Before 7/8/25 10 am e.s.t. (see amendment #1)
1. With proto John use being a necessity will the service truck be given access when required at no additional cost to contractor?
Answer: No cost for access but the same requirements on stipulations of the timing of access.
1. Will all of the holes around the perimeter of the building be filled in prior to starting of the windows and siding install?
Answer: Ground will be level at the job site adjacent to the house.
1. Can someone confirm the thickness of the substrate around the building that we will be attaching the siding to?
Answer: 1” x 6” tongue and groove boards were used as sheathing.
1. One issue that I noted was the fact that you have a brand new roof with edge metal installed direct to the exposed edge with no facial board in place. What is the intent at this detail to close the end of the soffits off once boxed in?
Answer: The prior condition was a 1” x 8” treated board and 6” exterior grade crown molding on top of that. It is up to the installer to make sure all siding and trim is installed in a way that meets the manufacturer’s specs.
1. Please confirm power is on site?
Answer: A service pole with power is within 50’ of the back of the building.
