About this file
This is Amendment 2 to an Invitation for Bid issued by the South Carolina Forestry Commission for mastication services on Sumter National Forest. The project involves clearing downed woody debris from fire lines in two distinct areas: Long Cane (approximately 11.2 miles) and Enoree (approximately 9.4 miles), both impacted by Hurricane Helene. Contractors must remove woody debris greater than 4 inches in diameter using methods such as skidding, sawing, grinding, or mulching, with debris either mulched on-site or moved outside designated buffer zones (30 feet or 10 feet depending on the district). Bid submissions are due by November 12, 2025, at 2:00 PM, with the contract award scheduled for November 14, 2025. The contract period runs from November 21, 2025, to January 1, 2026. No pre-bid conference or site visit is required, though vendors are recommended to walk the proposed areas to assess debris volume. Offers must be submitted sealed to the SC Forestry Commission at 5500 Broad River Road, Columbia, SC 29212, or online at http://www.procurement.sc.gov. Questions must be received by November 5, 2025, at 11:00 AM.
Amendment 2 clarifies that bidders must provide all necessary equipment, labor, and materials, with bids submitted on a per-mile basis. The budget cap is $100,000 per location line item, with a total contract maximum of $200,000 for both areas combined. A performance bond of $15,000 is required. Environmental considerations include avoiding damage to private property, protecting Red Cockaded woodpecker habitats, and minimizing impact on bat species through seasonal and temperature-based restrictions. Contractors must participate in a mandatory pre-work conference with South Carolina Forestry Commission and Sumter National Forest representatives. One hard copy of the bid must be submitted, and offerors must be registered as an SC vendor. All terms and conditions not modified by this amendment remain unchanged from the original solicitation.

AMENDMENTS TO SOLICITATION (JANUARY 2006) (a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.
1. Question: Would any stumps/roots need to be removed?
· State’s Response: No Change. Stumps/Roots will not need to be removed but if they could pushed back into their hole, masticated, or pushed away from the lines that would be great.
2. Question: Is it a problem if wood chips are on the dozer line?
· State’s Response: No Change. Woods chips being on the dozer line are not a problem.
3. Question: If debris are not mulched, can they be moved inside of the fire break past the 10’ from center line?
· State’s Response: No Change. If debris are too large too mulch, it should be cut into a manageable piece(s) and pushed outside of the 30’ or 10’ buffer depending on the district. Debri cannot be pushed onto private or into an archeological site.
4. Question: Are there any photos/videos of the amount of debris in the areas to be cleared, that could give us a representative idea as to "how much debris" exists on the fire lines?
· State’s Response: No Change. No photos are available and damage varies by site. It’s recommended that vendors walk to proposed areas.
5. Question: Are there any approved woody vegetation disposal sites nearby to Enoree and Long Cane, where we could potentially dispose of woody vegetation that is not chipped on site?
· State’s Response: No Change. It is possible that a timber shop can be contacted at a later date, but right now there is no option.
6. Question: In Attachment B, are the "2025_Mastication lines" the fire lines that are in scope to be cleared for this project and can they be marked on the legend?
· State’s Response: Change. New maps have been added to the solicitation to show requested information as Attachment C.
7. Question: Is a total price cap for both jobs of $200,000 acceptable instead of $100,000 per section? Long Cane area is bigger than Enoree area.
· State’s Response: No Change. The totality of the contract award can not be over $200,000 due to budget. The award will be made by line item and could potentially be awarded to two different vendors therefore- each line item cap remains at $100,000 to ensure the budget maximum.
