About this file
This is Amendment 2 to a Request for Proposal (RFP) issued by Midlands Technical College in West Columbia, South Carolina for branded apparel production and microsite development. The college seeks a vendor to produce five bulk apparel orders over a one-year period, including Performance Material Unisex Polos (not to exceed $35 per unit), Puff Material Unisex Vests (not to exceed $50 per unit), Comfortable Cotton/Blend Short Sleeve T-Shirts (not to exceed $20 per unit), Performance Material Long Sleeve T-Shirts (not to exceed $40 per unit), Trucker Style Snap-Back Mesh-Back Hats (not to exceed $40 per unit), and Comfortable Cotton/Blend Hoodies (price not specified). The vendor must develop a gated e-commerce microsite with password-protected access and discount code functionality. The amendment modifies the opening date to December 4, 2025 at 10:00 AM and the award posting date to December 12, 2025. Questions from offerors must be received by October 30, 2025 at 2:00 PM. Bidders are required to submit one technical proposal, one business proposal, and one redacted copy. Free samples of all six apparel items are mandatory for evaluation, and failure to provide samples results in offer rejection. The samples must be received by the procurement officer prior to the opening date. The contract is set to commence on December 1, 2025 and terminate on November 30, 2030, with automatic one-year renewals unless non-renewal notice is provided.
The amendment clarifies that pricing varies based on apparel material type, decoration method (screen printing or embroidery), color variations, logo placement, and order quantities. Vendors are instructed to reference Section 4, Criteria 3 regarding pricing guidance. Specific decoration requirements are detailed for each apparel item, including embroidered left breast pocket placement for polos and vests using vertical or horizontal prime logos, and printed front center chest placement for t-shirts with vertical or horizontal Maverick logos. Ball caps and hoodies allow vendor discretion on color, style, and decoration technique. All offerors must be registered South Carolina vendors complying with state procurement requirements, including the state's illegal immigration laws and various certifications. The evaluation process includes a two-phase approach, with top three responsive offerors advancing to web-based demonstrations. Procurement Officer Melissa Mims can be contacted at 803-822-3597 or melissamims@midlandstech.edu for questions.
