The National Park Service Pacific West Region is seeking qualified small businesses to provide on-call design services on an indefinite delivery/indefinite quantity contract basis. The amendment clarifies the Secretary of the Interior's professional qualification standards for contemporary and landscape architecture. For contemporary architecture, the same standards apply as for general architecture per the provided link. For contemporary and historical landscape architecture, individuals must be licensed by a state government as professional landscape architects. Historical landscape architects must also have two years of experience applying landscape architecture to the evaluation, documentation, or treatment of historic properties in accordance with the Secretary's standards.

Small Business Pacific West Region IDIQ Multi-Disciplinary AE Design Services - Request for Qualifications

The following response for Question 8 from the first Q&A is now incorporated in this Request for Qualifications.

QUESTION 8: The solicitation indicates offerors shall include, as a primary discipline, personnel meeting the Secretary of the Interior’s Professional Qualification Standards for Architecture (Contemporary, Historic, Landscape). We have only been able to find a definition of Historical Architecture and non-descript Architecture https://www.nps.gov/history/local-laws/Arch_Standards,htm. Will NPS define the Secretary of the Interior’s Professional Qualification Standards for Contemporary and Landscape Architecture?

RESPONSE: The requirement for Contemporary Architecture requirements shall be the same for “Architecture” per https://www.nps.gov/history/local-law/arch_stnds_9.htm. It states:

Architecture – The minimum professional qualifications in architecture are a professional degree in architecture plus at least two years of full-time experience in architecture, or a State license to practice architecture.

The qualifications define minimum education and experience required to perform identification, evaluation, registration, and treatment activities. In some cases, additional areas or levels of expertise may be needed, depending on the complexity of the task and the nature of the historic properties involved To view the basic requirements for architecture, please refer to the Office of Personnel Management Individual Occupational Requirements at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/architecture-series-0808/

For Contemporary Landscape Architect – the individual must be licensed by a State Government as a professional Landscape Architect. To view the basic requirements for landscape architecture, please refer to the Office of Personnel Management Individual Occupational Requirements at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/landscape-architecture-series-0807/

For the Historical Landscape Architect – the individual must also be licensed by a State Government as a professional Landscape Architect. In addition, a Historical Landscape Architect must have two years of experience in the applications of Landscape Architecture theories, methods and practices to the evaluation, documentation, or treatment of historic properties in the United States and its Territories. A professional Historical Landscape Architect mas both theoretical knowledge and technical skill associated with the preservation of cultural landscapes in accordance with the Secretary’s Stands for Archaeology and Historic Preservation. Cultural landscapes include historic sites, historic designated landscapes, historic vernacular landscapes and ethnographic landscapes.
