About this file
This is Amendment 1 to Request for Quote (RFQ) 1410 issued by the Idaho Department of Juvenile Corrections (IDJC) for grounds maintenance services at two locations: the Juvenile Correction Center in Lewiston and the Juvenile Correction Center in Saint Anthony. The amendment, issued September 9, 2026, updates the original RFQ with revisions to Section 2.3 and Section 8 (Response) of the main document, and extends the closing deadline to 5:00 p.m. Mountain time on September 18, 2026. Site visits were conducted on August 28, 2026 at the Lewiston facility with Joseph Salisbury of Two Rivers Lawn Care and on September 2, 2026 at the Saint Anthony facility with Dillon Steel of Augusta Lawn Care. Vendors are not required to submit quotes for both locations; they may bid on either Lewiston, Saint Anthony, or both facilities separately. Grounds maintenance services include tree trimming and pruning, with pruning scheduled twice annually at the Saint Anthony location, along with general grounds maintenance activities.
The amendment clarifies that vendors may utilize subcontractors to perform work, subject to the State of Idaho Contract Terms and Conditions Section 1.13. Written evidence of vendor experience may be demonstrated through a written response describing how long the vendor has been in the grounds maintenance services business. Site visit notes indicate that additional preventative maintenance proposals may be submitted by bidders, including specialized work such as mulch removal and replacement at the Lewiston facility and defoliant application to control vegetation near the perimeter fence on a yearly basis. The RFQ structure includes a combined price sheet for both locations, though vendors may select which location(s) to bid on based on the Award Basis criteria outlined in Section 7 of the main RFQ document.

AMENDMENT 1
TO: All concerned vendors
RE: RFQ 1410, Request for Quote (RFQ) for Grounds Maintenance Services for IDJC, closing (as of this amendment) 5:00 p.m. Mountain time, September 18, 2026.
I. The following are changes made to the RFQ.
1. The RFQ's main document is hereby deleted and replaced by the document with "REV 1" in red towards the top of the first page. Here are the changes we’ve made in the main document:
a. Section 2.3 has changed.
b. Section 8, Response has changed.
II. The following are questions, statements, clarifications, and their responses regarding the referenced RFQ. This additional information is added to and is made part of the referenced
RFQ.
Written Vendor Questions
Question RFQ Section RFQ Page Question Response
1 Is it a hard no when a contractor has subcontractors doing the work?
It’s not a hard no.
Reference section 1.13, Subcontracting, in the State of Idaho Contract Terms and Conditions.
2 We are looking at submitting a quote for the grounds maintenance, JCC Lewiston opening. However, I noticed this also incudes tree trimming and pruning for St. Anthony, which is clear across the state as I am sure you are aware.
My question is, do you have to bid for both locations, or can you just bid for Lewiston? If you have to bid for both, what would be the parameters for
You do not have to submit a quote for both Lewiston and Saint Anthony.
Reference section 7, Award Basis, in the RFQ’s main document.
Question RFQ Section RFQ Page Question Response the St. Anthony maintenance. Pruning once or twice a year?
The information does state by JCC, but the price sheet is combined, so I just wanted to clarify.
Let me clarify, I saw the pruning was twice annually, but I wonder if there are additional visits that would be necessary, or if only those two as long as within those two visits, the other requirements are met.
3 A vendor called and asked what would qualify as written evidence of experience, and we have decided to answer that question.
(Reference section 4, Vendor’s Experience, and the Required Submittal Items, in the RFQ’s main document.)
Written evidence of experience can be a written response describing how long the vendor has been in the business of providing grounds maintenance services.
III. A site visit was held at the Juvenile Correction Center in Lewiston, Idaho on Friday, August 28, 2026. Attendees of the site visit are as follows:
Andrew Swift, Idaho Department of Juvenile Corrections (IDJC) Joseph Salisbury, Two Rivers Lawn Care
Notes from the site visit:
I just finished a walkthrough with Joseph Salisbury of Two Rivers Lawn Care and one of his associates who has been doing work here as well. It was “business as usual” and he is preparing a quote for the upcoming year of service. Joseph did raise a couple of points however, one being that the pavilion on the southwest corner of the western recreation area could be optimized for easier care. The issue raised is that the mulch material that was put in place is so deep as it has created a medium for noxious weeds and native grasses to bed, rather than be the ground cover it should be. His proposal was to scrape that corner, and excise the material, place a weed barrier on the substrate, and fill with a layer of decorative media. Stone was first suggested, however, I have been enlightened to the unsuitable nature of said cover. Pea gravel perhaps, or just a thinner layer of coir mulch.
I advised Joseph to write a proposal for said work, and he indicated that he would email it to me.
I will submit it to all pertinent parties once I receive that. I think it would be a helpful bit of preventative maintenance that will facilitate further weed control in the future, though maybe not a top priority..
The second issue is that there are a number of nuisance, volunteer, shrubs and grasses that are compromising the perimeter fence, and could lead to undermining or degradation of the security fixture. Joseph suggested a subcontractor who would apply a defoliant which would kill the vegetation in a 6’ swath from the fence-line outward, with no harm to the existing turf. I personally view this as a fairly high priority as we shouldn’t allow said vegetation to become more established. Said measure would be a yearly basis upon approval. Again, Joseph said he will supply a bid for this action as well.
IV. A site visit was held at the Juvenile Correction Center in Saint Anthony, Idaho on Wednesday, September 2, 2026. Attendees of the site visit are as follows:
Ron Birch, IDJC Bryan Miller, IDJC Dillon Steel, Augusta Lawn Care
(Mr. Steel) asked little questions, we walked/drove around campus and showed him what needed to be done. We referred him back to RFQ several times and showed him where it was.
He seemed fine with what he saw.
The main topics were the trees in the Jungle, and the square with its trees. We talked about the Church/Education/Food Serves and brushes that needed trimmed. We went to the ropes course and the south border and its trees.
He seemed fine with it all.
There are no other changes.
Thank you for your interest in supplying the needs of the Idaho Department of Juvenile Corrections.
