About this file

This document is an amendment to Request for Proposals (RFP) No. 2021-MBI-01 issued by the Massachusetts Technology Collaborative on behalf of the Massachusetts Broadband Institute. The RFP solicits proposals from qualified providers to establish and maintain one or more indoor community WiFi hotspots in Gateway Cities and the Outer Cape of Massachusetts through June 30, 2021. The amendment clarifies that municipalities may respond to the RFP if they have partnered with an internet service provider, and specifies that respondents may include in their budgets reasonable costs related to compliance with Massachusetts COVID-19 protocols, such as safety measures and personnel costs for enforcing social distancing. It also states that MassTech reserves the right to add additional towns or cities to the RFP after the initial proposal submission deadline, and will issue a new schedule for proposal submissions in that event.

The RFP provides funding for the establishment and maintenance of the community WiFi hotspots. Eligible expenses include the costs of internet connectivity, equipment, and personnel needed to operate the hotspots. Respondents must comply with the proposal submission requirements outlined in the RFP. The contract term is through June 30, 2021, with the possibility of renewal.
