About this file
This is Amendment No. 1 to Invitation for Bid 2017-0277 issued by the Colorado Division of Reclamation, Mining & Safety for the Silver Spades Project, an inactive mine site remediation project located in Lake County near the Mount Sherman area. The amendment provides clarifications and modifications to the original bid documents for mine closure work involving 31 features (shafts and adits) at the project site. Key services include installation of mine closures using various methods such as polyurethane foam (PUF), monolithic plugs with concrete and rockfill, backfill operations, and structural stabilization. The project scope encompasses removal and disposal of debris, timber management, drainage considerations, equipment installation, and coordination around transmission lines. The revised bid schedule requires contractors to submit separate pricing for: mobilization/demobilization, safety and environmental planning, primary mine closure installations (Item 3 with 28 features listed), additional hazardous mine openings safeguarding if required (Item 4 with 3 features), and contingency materials including PUF, rockfill, concrete, and equipment rental. A pre-bid meeting was conducted, and the bid submission deadline was 4:00 p.m. on Wednesday, July 5, 2017. Field forms and photographs were provided for features 100, 124, 129, ST-06, and ST-08 that were not visited during the pre-bid meeting.
The amendment specifies significant modifications to closure methods and material quantities for 15 features compared to original specifications. Notable changes include Feature 105 (increased to 8 cubic yards of PUF), Feature 118 (changed to 44 cubic yards of PUF), Feature 121 (changed to monolithic plug requiring 25 cubic yards of rockfill and 30 cubic yards of 4,500 psi concrete), and Feature ST-06 (addition of polyurethane foam as an alternative closure option). All work is funded through Lake County OSM (Office of Surface Mining) funding. The bid schedule requires contractors to circle their preferred closure method for Feature ST-06, acknowledge receipt and acceptance of the amendment, and return all revised bid schedule pages with all line items completed. Monument pipe installation requirements were clarified, and specific drainage and material placement specifications were detailed for multiple features.

3. Feature 111 – PROJECT MANAGER will determine the location of onsite material to be used for backfill. All other specifications remain the same.
4. Feature 114 – The total volume of PUF required for this feature has been increased to twenty (20) cubic yards. All other specifications remain the same.
5. Feature 118 – The closure method for this feature has been changed.
New Closure Method: Polyurethane Foam, Per SWS 9 Work Description: Set bottom form at a depth of nineteen (19) feet below ground surface and install PUF to a thickness of fifteen (15) feet. Backfill to surrounding ground surface.
Forty four (44) cubic yards of PUF is required for this closure.
6. Feature 120 – The total volume of PUF required for this feature has been increased to sixteen (16) cubic yards. Cribbed section of shaft is twenty (20) feet below ground surface.
