About this file
This document is Amendment 1 to Invitation to Bid (ITB) #808 issued by the State of Idaho for Canva Enterprise Edition Licensing. The amendment consists of questions and answers submitted by potential vendors regarding the procurement. The ITB closing date remains unchanged at 5:00 p.m. Mountain Time on Wednesday, May 28, 2025. The State of Idaho seeks to establish a centralized Canva Enterprise account to replace various individual licenses previously obtained by state agencies without central IT coordination. The procurement is driven by user preference and enterprise security requirements, with the Office of ITS managing implementation and administration of the platform.
The amendment clarifies several operational aspects of the proposed engagement. The State does not anticipate asset migration from existing individual Canva accounts and will not require custom template creation or ongoing creative support services. Up to five ITS staff members will require administrative access without needing creative role licenses, while general users are anticipated to be intermediate-level Canva users. Training will be provided virtually, through recorded sessions, or on-demand resources, with minimal onboarding support anticipated. The State requires administrative controls including Single Sign-On (SSO) and domain lockdown capabilities, which are expected to be standard features of the Canva Enterprise license without requiring separate implementation services. No ongoing support beyond initial setup and training is required. The amendment does not specify pricing, contract term, renewal options, set-asides, or incumbent vendor information.

1 Exhibit 1
- Section
9 How does your team currently use Canva (if at all)? Are you starting from scratch, or do you have existing Canva accounts and assets that need to be migrated and/or transitioned into this new Canva Enterprise account?
State agencies have used various Canva licenses obtained on an individual basis and unsanctioned by centralized IT (Office of ITS). Any contract resulting from this ITB will be the allowed mechanism for agencies to access the proper solution. Asset migration is not anticipated.
2 Exhibit 2
- Section
10 What departments or teams will be using Canva and need training? (e.g., Marketing, Comms, HR, Internal Training, etc.)
There are no specific departments or teams that will need training. However, users may request training as users are onboard in an ad hoc manner.
3 Exhibit 2
- Section
10 How many of these team members will need administrative access versus member specific access?
ITS will have up to five (5) staff members who need administrative access but will not require a license for any creative roles.
4 Exhibit 1
- Section
9 What are your top priorities with this Canva rollout? (e.g., brand consistency, improving team efficiency, centralizing assets, user training)
User preference and enterprise security drives this acquisition.
5 Exhibit 2
- Section 6.7
10 What type of training do you envision for your team? (In-person training, live virtual sessions, recorded modules, on-demand resources, Q&A support)
Virtual, recorded, or on-demand. Web knowledgebase is satisfactory. Training may be provided by the publisher if included in the license entitlement.
6 Exhibit 2
- Section
10 How many team members will require onboarding support and at what level of Canva experience are they? (Beginner, intermediate, advanced)
A minimal number of team members will need onboarding support. ITS may need some support to implement SSO and domain lockdown. Users are at various skill levels but are generally intermediate users and have experience in the platform.
7 Exhibit 2
- Section
10 Do you have existing templates or designs you’d like migrated into Canva? If so, approximately how many assets?
We do not anticipate migration as part of the initial purchase.
It is possible that a request could be made by an agency later.
8 Exhibit 2
- Section
10 Will you need custom templates created for your team? If yes, what types of content (e.g., social media, internal presentations, reports) and roughly how many of each?
No, the state will not require any custom templates.

9 Exhibit 2
- Section 6.7
10 Are you looking for ongoing support after the initial setup and training? (e.g., quarterly audits, template updates, advisory support, additional onboarding training, etc.)
No, the state is not requiring any ongoing support beyond the initial set-up and training.
10 Exhibit 2
- Section
10 Would you benefit from ongoing creative support, such as monthly template creation or design services?
No, the state is not in need of ongoing creative support.
11 Exhibit 2
- Section
10 Are there any specific IT/security requirements we should be aware of for integrating Canva Enterprise into your systems? (e.g., Single Sign- On, data compliance)
As noted in Exhibit 2, Section 6.8 of the ITB document, the state requires administrative controls. It is expected these would also include SSO and domain lockdown. These should already be features of the Canva Enterprise license. We should not require implementation services for this.
