Amendment #1 to

Funding Opportunity Announcement (FOA) W15QKN-18-R-02RJ

A. The purpose of this amendment is to perform the following in accordance with the questions submitted via email on 12 July 2018: (1) provide clarification to the submitted questions, and

(2) include form 99 as an attachment. Therefore the following changes apply:

1. The following Questions have been clarified as follows:

Question 1- The FOA does not specify formatting of the response. Is it ok to use the same formatting requirement in W15QKN-18-R-01HZ BAA?

Answer- Yes, please use the same formatting specified in the BAA, W15QKN-18-R-

01HZ, located on the bottom of page 4. (Part II. 3)

* Microsoft Word format on 8.5 x 11 inch paper

* Margins – 1” inch

* Spacing – single spaced

* Font – Times New Roman, 12 point

Question 2- Permanent Equipment on page 19 (e) of the FOA states that if facilities or equipment are required, a justification why this property should be furnished by the

Government must be submitted. Could an offeror propose that no government funding be used to purchase equipment and the government funding be used solely for engineering services, labor, and installation of equipment that the offeror pays for with their cost share? Would the government be open to such a proposal? The offeror would fully match the government funding. This proposed arrangement could simplify or eliminate the need for disposition of government purchased equipment at the end of the estimated 60 month period of the DPA Title III project.

Answer- The Government does not restrict offerors on what to and what not to propose.

However, any information provided will be used as part of the overall evaluation.

Equipment purchased under a contract, assistance agreement and/or other transaction agreement will fall under the same disposition of Government property requirements whether or not they were purchased with cost-share or federal funds as both funding sources contribute towards the total “project costs” of the awarded instrument. Cost share equipment/property: “Contractor-acquired property” means property acquired, fabricated, or otherwise provided by the Contractor for performing a contract, and to which the

Government has title.

Question 3- Environmental Impact on page 16 (g) of the FOA requires “A statement regarding possible impact, if any, of the proposed effort on the environment considering as a minimum its effect upon water, atmosphere, natural resources, human resources, and any other values.” Does the government have a specific format or template for the statement?

Answer- Page 17 (Specifically Part IV. C. B. 6. g) does not list any required format for this statement. The offeror should propose a statement, using their own format, which best captures what is being asked

Question 4- Budget Proposal, pages 17-23 Does the government have a format that it would prefer the budget numbers to be presented? I have attached a sample cost spreadsheet that the Air Force uses for DPA Title III FOA responses.

Answer- Part IV. C. 11 J-1: Budget Proposal states all aspects expected in the budget proposal submission. Please follow the attached “Form99” as a guide for your budget proposal submission.

Question 5- In regards to Strategic Business and Marketing Planning on page 5 (b) of the

FOA. Are the items one through three listed under Strategic Marketing Planning to be provided in the FOA response or are these items deliverables that the DPA Title III recipient will delivery after contract award?

Answer- Items one through three listed under Strategic Marketing Planning on the top of page 6 (Specifically I. A. 4. b) are be provided in the proposal.

2. In accordance with Question 4, “Form99” is hereby added as an attachment to the FOA.

B. There are no additional changes, revisions, or clarifications to the FOA as a result of this amendment.
