About this file

This document is Amendment #1 to RFP PMAA 2027_0005, a Questions and Answers addendum issued by Colorado Parks and Wildlife (CPW) for the Comprehensive State Parks Strategy project. The RFP seeks consultant services to develop a comprehensive strategy for Colorado's state park system, including dual external engagement components: broad public engagement through existing feedback structures such as listening sessions and EngageCPW, and tribal engagement with indigenous communities regarding land stewardship and management priorities. Internal engagement will focus on CPW staff, state park personnel, and strategic touchpoints with the Parks and Wildlife Commission at regularly scheduled public meetings. The primary deliverables include a framework and strategic approach for communications rather than tangible marketing products, with CPW's internal branding and communications staff responsible for creating specific outputs such as graphics, press releases, and web content based on the consultant's framework.

CPW will provide consultant teams with access to current and historical financial data for each state park, including visitation metrics, retail sales figures, capital expenditures, staffing levels, and operational expenses to support financial analysis requirements. CPW has declined to disclose a project budget or budget range, instead requesting that offerors propose their own budgets and value propositions for evaluation during the proposal review process. All other terms and conditions of the original RFP PMAA 2027_0005 remain unchanged by this amendment.

Amendment #1 - Questions & Answers (Q&A)

RFP PMAA 2027*0005

CPW Comprehensive State Parks Strategy

A. The following questions, and the answer to each, were received:

1. What is the level of engagement is envisioned for this process - is it mainly with CPW and state park staff or is there a wider public engagement component?

i. There are two primary modes of external engagement anticipated as part of this project. CPW serves all Coloradans, as well as visitors to the state park system. To successfully develop an identity and vision for the state park system, we must hear from and understand the desires of the general public. This can include existing feedback structures utilized by CPW (e.g., listening sessions, or EngageCPW) or proposed novel approaches for hearing from the public. We do not desire a statistically valid survey of the general public. A second element of external engagement is tribal engagement, noted in the RFP as a project alternative. CPW believes that as part of our land stewardship ethic we have a responsibility to engage with tribes and indigenous communities as we consider our land management identity, goals, and priorities.

ii. The remainder of the engagement for this project will be internal, focusing on CPW staff, specifically state park staff and related programs. An internal team has already been established that will contribute to this project. The Parks and Wildlife Commission is also considered part of internal engagement as the policy-making body for the division. There will be strategic touchpoints with the

Commission to ensure the project has received their feedback and guidance. Those touchpoints will occur at their regularly scheduled public meetings.

2. What are the anticipated deliverables and scope for the branding and communications plan? Is it creating a framework or producing tangible deliverables as part of that plan?

i. CPW desires a framework and approach for strategic communications. CPW branding and communications staff will use the approach to create specific products (e.g., graphics, press releases, web content, etc.) in the future.

3. Do you have relevant financial data on each individual state park that will be shared for the financial analysis?

i. Yes, CPW maintains current and historical financial data on each state park, including current visitation data, retail products sold, capital expenditures, staffing levels, and operational expenses.

4. Given the robust nature of the requested scope of work, is there a budget or budget range for this project you are able to share so we have a more clear idea of the scale of effort you are seeking from a consultant team?

i. CPW recognizes that this is a robust scope of work. CPW desires to evaluate the budget and value each offeror provides in their proposal and will not be sharing a budget as part of the information included in the RFP.

B. All other terms and conditions of RFP PMAA 2027*0005 - CPW Comprehensive State Parks Strategy remain the same.
