About this file
This is an Amendment 1 (Q&A Responses) document for a Request for Bids issued by the University of Wisconsin-Madison for Power Washing Services (2026-UWMSN-01173-RFB). The solicitation encompasses four lots of services: general power washing on a time-and-materials basis (LOT 1), interior stairwell power washing and internal stairwell window cleaning for parking ramps (LOT 2), exterior stairwell window washing (LOT 3), and bus shelter cleaning (LOT 4). Services are requested on an as-needed basis with no guaranteed purchase quantities or dollar amounts. Parking ramp stairwells typically require annual cleaning, while bus shelters are typically cleaned twice per year. The Q&A submission close date is April 16, 2026, at 5:00 PM CT, with the overall bid due date of April 30, 2026. No formal site visits are scheduled; however, vendors are encouraged to independently visit the public parking ramps and bus shelters to develop accurate bid pricing. Awards shall be made on the basis of lowest line item and/or net lot total, with the University reserving the right to award to one or multiple bidders as deemed in its best interests.
Regarding service delivery requirements, work shall generally be performed during regular University service hours of 7:00 AM to 4:30 PM CT, Monday through Friday, excluding holidays, with the exception of parking garage interior stairwells, which must be completed during weekday evenings (4:30 PM to 10:00 PM CT) or weekend hours (7:00 AM to 10:00 PM CT). Water is available at parking facilities via fire or garden hose connections at no charge to contractors, though contractors must provide their own water tanks; electrical outlets will also be provided. Water recovery is required for interior stairwell cleaning. Contractors must use environmentally safe, biodegradable, and non-hazardous cleaning agents, with bus shelter cleaning to be performed without chemicals unless approved by UW Transportation Services. The document does not specify pricing structures, set-asides, incumbent contractor information, or contract value estimates.

Power Washing Services
Amendment #1 The below questions have been presented related to 2026-UWMSN-01173 (Power Washing Services). Responses to this first round of questions are below.
Q&A Submission Close Date: 4/16/2026 5:00 PM CT
Q1. **Service Frequency** Can you confirm whether the services are intended as a one-time project or recurring (e.g., monthly, quarterly, or annual)?
A1. Most services will be requested on an as needed basis. The ordering department will call for service when needed and discuss the scope and schedule with the contractor at that time. The University does not guarantee to purchase any specific quantity or dollar amount.
Parking Ramp Stairwells are typically cleaned once per year. This would include LOT 2 (Interior Stairwell Power Washing and Internal Stairwell Window Cleaning) & LOT 3 (Exterior Stairwell Window Washing).
Bus shelters are typically cleaned twice per year.
Q2. **Water & Utility Access** Will water sources be available at all service locations, or should contractors plan to supply their own water?
A2. Not all locations requesting service may have access to water and electric. Varies by project. Vendors are expected in most cases to be capable of supplying their own materials needed.
The parking garages do provide water. For the most part there is electrical somewhere in each of the parking ramps, but not always in close proximity to where Contractors may be working.
Per LOT 2 “Internal Stairwell” requirements (pg 14) of the Terms and Requirements document provided in Buyer Attachments:
Water can be provided on campus at parking facilities with fire or garden hose connection to be pumped into contractor provided water tank. There will be no charge for use of water on site. Electrical outlets will also be provided at each location.
Per LOT 3 “Exterior Stairwell” (pg 15) of the Terms and Requirements document provided in Buyer Attachments:
Water can be provided on campus at parking facilities with fire or garden hose connection to be pumped into contractor provided water tank. There will be no charge for use of water on site.
Q3. **Environmental / Water Recovery Requirements** Are there any requirements for water containment, recovery, or environmental compliance during washing operations, particularly for parking structures and bus shelters?
A3. See Section 6 “Technical Requirements”, particularly “General Specifications” that start on Pg 13 of the Terms and Requirements document provided in Buyer Attachments.
Transportation Services requires water recovery in internal stairwells Per LOT 2 requirements (pg 14).
Q4. **Work Hours & Access** Are there any restrictions on working hours (daytime vs evenings/weekends) or access limitations across campus locations?
A4. Per Section 5.1 “Regular Service Hours” on Pg 12 of the Terms and Requirements document provided in Buyer Attachments:
Regular University service hours shall be defined as 7:00 A.M. to 4:30 P.M. CT, Monday through Friday, excluding holidays. Power washing services are typically expected to be scheduled and completed during standard business hours.
The primary exception to this is Parking Garage Interior Stairwells (LOT 2), which UW Transportation Services requests to be completed outside of regular hours. Interior stairwell cleaning shall be scheduled during weekday evenings (4:30 pm to 10:00 pm CT) or weekend hours (7:00 am to 10:00 pm CT).
Any other service requests outside of regular hours where overtime, weekend, or holiday rates would apply must be approved in writing by the ordering department.
Q5. **Cleaning Standards** Can you clarify the expected level of cleaning (general wash vs removal of heavy stains, oil, or buildup)?
A5. Job scope varies depending on project. Most requests are for general wash. Certain service requests such as graffiti removal or requests to clean loading dock areas where oil may be present may require more heavy cleaning. These types of jobs will be discussed at the time of ordering to develop what the specific job scope expectation is, and these jobs would typically fall under LOT 1 “General Power Washing” to be billed on a time and materials basis.
Q6. **Chemical Usage** Are there any restrictions or approved lists for cleaning agents to be used on campus facilities?
A6. See Section 6 “Technical Requirements – General Specifications” Contractors shall adhere to regulations about use of environmentally safe chemicals, which should be biodegradable and non-hazardous cleaning agents. If degreasing agents are used that contain halogenated hydrocarbons, Contractor shall follow proper collection and disposal methods.
See Section 6 “Technical Requirements – LOT 2 Interior Stairwell…” Provide description of equipment used for process of cleaning interior stairwells, specifically water collection method, and identify any chemical cleaners used with interior power washing (Technical Response Question 3.1.3 within the ShopUW+ Sourcing Event).
See Section 6 “Technical Requirements – LOT 3 Exterior Stairwell Window Washing” Identify any chemical cleaners used for exterior window washing (Technical Response Question 3.1.4 within the ShopUW+ Sourcing Event).
See Section 6 “Technical Requirements – LOT 4 Bus Shelter Cleaning” Pressure wash without chemicals all campus bus shelters (if due to unique circumstances, any chemical use must be approved by UW Transportation Services with safety and mitigation plan).
Q7. **Mobilization Expectations** Is there a required timeline or expectation for completing all locations (e.g., continuous schedule vs phased approach)?
A7. University will call for service as needed and work with contractor to develop schedule.
Q8. **Site Visits** Is there a recommended or scheduled site visit opportunity, or are contractors permitted to independently visit locations?
We would like to request a site walk to better understand the full scope of work prior to submitting our bid. Would the University be willing to arrange a site visit for interested bidders, or allow individual visits with a designated facilities contact? If a site visit is available, please provide available dates, times, and the appropriate contact or meeting point.
A8. Per Section 6 Technical Specifications – Page 16 (regarding parking ramps) No formal site visits are scheduled, but vendors are encouraged to visit these public parking ramps in person to assist with developing accurate bid prices.
Per Section 6 Technical Specifications – Page 17 (regarding bus shelters) No formal site visits are scheduled, but vendors are encouraged to view any bus shelters in person to assist with developing accurate bid prices.
Q9. **Award Structure** Will awards be made by individual LOT, multiple LOTs, or as a single combined contract?
A9. Per Section 2.6 “Method of Award” on Pg 5 of the Terms and Requirements document provided in Buyer Attachments:
Award(s) shall be made on the basis of lowest line item and/or net Lot total, whichever is judged to be in the best interests of the University. The University reserves the right to award to one or multiple bidders to ensure the needs of the University are met. Bids that state the University shall guarantee any specific order quantity or dollar amount may be disqualified. The University is the sole determinant of its best interests.
