About this file
This document is Amendment 1 for the State of South Carolina's Request for Proposal (RFP) for the Department of Probation, Parole and Pardon Services (SCDPPPS) LiveScan system. The RFP seeks a comprehensive statewide LiveScan fingerprinting system replacement covering 52 locations, with 51 installed units and one backup unit. The solicitation was issued on 6/13/2025, with proposals due by 07/15/2025 at 3:00 PM. A pre-proposal conference will be held via Teams on 06/12/2025 at 10 AM, and the contract award is scheduled to be posted on 08/12/2025. Vendors must submit line-by-line pricing for hardware, software, installation, training, and maintenance, with the contract term expected to run from November 1, 2025, to October 30, 2030, including an initial one-year term and four potential one-year renewals.
The pricing proposal requires detailed line-item pricing for various components including LiveScan hardware and software, FBI certified tenprint card printer, NIST archive, transaction monitoring software, photo capture modules, IRIS capture hardware, user interface customization, server database customization, integration services, and warranty. Offerors must also provide pricing for hardware and software maintenance for years two through five of the contract and detail any delivery or disposal costs. The solicitation emphasizes that pricing information must be submitted separately from the technical proposal in a sealed envelope. Additionally, the document includes a Minority Participation form, requiring vendors to disclose their minority business certification status and potential subcontractor participation, with resources available through the Department of Administration's Division of Small and Minority Business Contracting and Certification.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences .
ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES.
THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE
SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

Questions:
1. Regarding the “Instructions for Price Proposal” / Solicitation Document / Page 33 – Since the pricing form currently only shows a quantity of “1” for each line item (even though the RFP will require “52” livescan systems in total), is it okay for the vendor to increase the quantity amount to “52,” so that the total “Extended Price” is accurate (including the sum total of all 52 livescan systems)?
Answer: There should be a total of 52 units. 51 installed units and one (1) uninstalled unit for back-up. That was an oversight.
2. Regarding the “Instructions for Technical Proposal” / Solicitation Document / Page 32 – Since the “MINORITY PARTICIPATION” Form (Solicitation document / Page 34) is not mentioned within the Section 1, 2, or 3 outline for the Technical Proposal, can you confirm where you would like respondents to include this form within the Technical Proposal (e.g. within “Section 1 - Introductory Documents”)?
Answer: Yes, include it in the Technical Proposal.
