About this file
This is Amendment #1 to solicitation #5400027918 issued by the South Carolina Department of Administration's Office of Administrative Services for Event Rental Equipment and Supplies on behalf of the Governor's School for Science & Math. The amendment changes the award posting date from February 21, 2025 to March 3, 2025, and updates the contract period to run from March 4, 2025 through March 4, 2027. Offers must be submitted online at www.procurement.sc.gov by February 20, 2025 at 2:00 PM, with questions due by February 13, 2025 at 5:00 PM. No pre-bid conference is required.
The amendment addresses three bidder questions, clarifying that vendors only need to enter discount percentages by category rather than upload pricing lists. The Governor's School confirms it will maintain the required 15% discount threshold despite a vendor's request to lower it to 10%. The amendment also clarifies that while delivery, setup and pickup fees must be included in quoted prices, these fees will not be subject to the discount requirement. No unauthorized fees may be added to invoices.

This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at https://www.procurement.sc.gov/osp/preferences. ALL THE
PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER
AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE
STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE
CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER
QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE
CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4) & (6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

THIS SOLICITATION IS HEREBY AMENDED TO INCOROPORATE THE FOLLOWING RESPONSES TO
BIDDER QUESTIONS:
Question 1: I don’t see where we are able to provide any sort of pricing, etc.
Response: You are not required to upload a pricing list, only enter the discount percentage for each lot/category.
Question 2: Is the Customer married to the idea of a 15% discount for the rentals under this solicitation. With how things have changed in our market since covid and with the travel and everything else involved to service the Governor’s school in Hartsville, I’d think that 10% would be suitable for this solicitation.
Response: The Governor’s School for Science and Mathematics is committed to securing competitive pricing as a publicly funded agency, and the discount threshold for this solicitation shall remain at 15%.
Question 3: Can you please confirm that Customer understand the discount percentage will not be applied to the various fees involved in our rental contracts such as taxes, delivery fees, damage waiver, and labor/production fees.
Response: Per the scope of work specifications, all delivery, setup and pick up fees shall be included in the quoted price, and no unauthorized fees shall be added to the invoice. The agency understands that the delivery, setup, and pick up fees will not be subject to a discount.
