About this file
This document is an Amendment 1 to the South Carolina Invitation For Bid for Lawn Service for Central Carolina Technical College (CCTC). The solicitation requests lawn service, including mowing, leaf removal, and shrubbery maintenance, for the CCTC main campus. The bid is due on August 28, 2024 at 11:00 AM EST, and the award will be posted on September 10, 2024. The contract term is not specified. The amendment addresses several questions from potential bidders, including expectations around leaf mulching, irrigation system maintenance, flower/mulch applications, tree trimming heights, turf programs, insecticide/fungicide requirements, crepe myrtle and palm tree pruning, and frequency of shrubbery pruning and site cleaning.
The amendment indicates that CCTC already has a turf program in place and will provide certain services such as insecticide/fungicide treatment. Bidders are responsible for ant mound treatment in turf areas. No herbicide use on fence lines is allowed, and wood line maintenance is not included in the scope. Subcontractor insurance requirements are the same as the awarded vendor. The current incumbent and monthly rate are not provided.

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU
REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE

AMENDMENTS TO SOLICIATION (JUN 2017)
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “State’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Stricken text is deleted. [02-2A097-1]
III. SCOPE OF WORK/SPECIFICATIONS
Answers to Bidders Questions:
1. Is leaf mulching allowed during the fall season? Or should all leaves be blown into piles and removed by tarp or vacuum?
State’s Response: Mulching in grass areas is allowed, but leaves on all parking lot areas are to be picked up and removed.
2. Is there working irrigation at these sites? If so, will we be in charge of maintaining the system, and to what extent?
State’s Response: Yes. Irrigation systems are maintained by CCTC. Any damage to devices from actions performed in this contract are the responsibility of the awardee.
3. Are flowers and mulch applications included in the proposal? If so, what are the frequencies for each?
State’s Response: This is an Invitation for Bid (IFB) not a proposal.
State’s Response: Removal of dead leaves / material as part of clean-up of bed spaces when needed.
Mulch replacement not part of this contract.
4. What is the maximum height we are to elevate trees? There are some trees high up touching the buildings. I ask this because our insurance only allows us to go up to 8 feet maximum and anything higher will require a subcontractor.
State’s Response: 8’ will be an acceptable height. Higher tree needs will be addressed by CCTC.
http://www.procurement.sc.gov/
5. Should there be a turf program with Pre/Post Emergence and Fertilizations included in the price for each site? If so, what are the frequencies for each?
State’s Response: Turf Program already in place and provided by CCTC.
6. Are there any insecticide/fungicide requirements for shrubs, turf, and trees to be included in the price for each site?
State’s Response: Ant mound treatment in turf areas needs to be provided as needed. All other services will be provided by CCTC.
7. What are the requirements for the crepe myrtle trees with pruning? Are we to completely cross branch or knuckle them, or just keep the limbs elevated?
State’s Response: Just Keep limbs elevated and maintain proper shape for appearance.
8. Is palm tree pruning included in the price? State’s Response: Yes
a) If so, does that include de-booting? State’s Response: No.
9. At 506 N. Guignard, are the crepe myrtle trees in the island bed bordering USC Sumter included in
Central Carolina Tech’s scope of work?
State’s Response: No.
10. What are the frequencies for shrubbery pruning?
State’s Response: As needed to maintain manicured appearance.
11. At 853 Broad Street, what are the expectations for the large overgrown ditches on the right side and rear portion of the property?
State’s Response: Maintain only what can be reached from topside. Ditch clean out is the responsibility of owner/city.
12. At 853 Broad Street, there are a lot of low hanging limbs and shoots on the trees. What are the expectations for those? Will we be required to elevate them all immediately or will there be leniency for sequencing them out to hit a few each visit?
State’s Response: Sequencing will be allowed as long as performed in a professional patterned approach.
13. Between the Central Carolina Tech building at 853 Broad Street and the store “Ollie’s”, there is a good amount of trash scattered on the ground. Are we required to remove this trash each visit or how often should we remove it?
State’s Response: Area to be cleaned and cut at each visit.
14. At 492 N. Guignard, there is a wooden fence line with some vines and overgrowth. Are we required to keep this cut back. And at what height should it be cut up to?
State’s Response: Yes. 8’ height to be maintained.
15. Should pinecones be mulched or handpicked up each visit?
State’s Response: Hand or other means. Not mulched.
16. Is wood line maintenance included in the price? Or do we just cut up to the wood lines?
State’s Response: No. Just cut to wood line as close as possible.
17. Are we allowed to spray borders on any fence lines?
State’s Response: No. Weed eat only. No herbicide on borders.
18. There are a few maps of the campuses, but I saw that there are other buildings not belonging to the campus such as Truist bank and not sure if Solomon's house is part of the campus, can marked-up maps be provided showing the boundaries of each campus location be provided?

20. Who currently maintains? What is the current monthly rate?
State’s Response: N/A
21. What are the requirements for insurance if I have a subcontractor.
22. State’s Response: Same as awarded vendor.
