About this file

This document is Amendment 1 to an Invitation for Bids (IFB) issued by the Maryland Department of General Services (DGS) Office of State Procurement for two (2) Aluminum Body Walkaround Hazmat Response Units. The amendment summarizes the questions and answers from the Pre-Bid Conference held on August 16, 2024, including clarification on acceptable body width, use of alternative manufacturer, site inspections, and contract term. It also lists the attendees of the conference.

The IFB requires the successful vendor to provide the Aluminum Hazmat Units at a firm fixed price for the State of Maryland Department of the Environment (MDE). Bidders were advised that while chassis delivery may impact final unit delivery, the vendor must place the chassis order immediately upon notification of award. Subcontractors considered foreign, i.e. out of State, are required to have a Resident Agent within Maryland.

AMENDMENT 1

DATE: August 19, 2024

STATE OF MARYLAND

DEPARTMENT OF GENERAL SERVICES

Office of State Procurement

ITB NUMBER: BPM045351

CONTRACT TITLE: Aluminum Body Walkaround Hazmat Response Units

ATTENTION ALL BIDDERS:

1. This Amendment is being issued to acknowledge the attendees of the Pre Bid Conference held

August 16, 2024 at 10:00am Eastern and to provide a summary of the conference.

2. The following questions have been raised in regard to this solicitation:

Q1. This item requests a 98in width. Multiple roads in the state limit the width to 96in (ex:

Harbor Tunnel). I would recommend a maximum width of 96in. Would this be acceptable as an addendum item?

A1. No. The 98” body width is specified to maximize compartment depth. Several vehicles in the

State’s Fleet measure 100”.

Q2. This item specifically requests a Martin EcoMax Service Body, model # SSB-AL-98X134-

EC. Would a Reading aluminum enclosed service body built to the specifications be acceptable? As an example, SHA uses Reading in their fleet of Emergency Response Vehicles.

A2. As Martin does not utilize an exclusive dealer network they may work with third party vendors to build a semi-custom body which meets the specifications of the solicitation.

Q3. I am requesting an on-site review of the existing unit of which there is one (1) picture in the specifications. Would this be possible?

A3. On-site inspections may be coordinated with Geoffrey Donahue, Geoffrey.donahue@maryland.gov and are open to all potential bidders. However, inspections are contingent upon availability and scheduling. As stated in the pre-bid conference, no information shared at such inspections or conversations with anyone other than the Procurement Officer are not the opinion of the state. Any changes to the solicitation shall be made via an amendment from the

Procurement Officer. Inspections are to be scheduled prior to the closing date for any questions to be submitted in regard to the solicitation.

Additionally, existing truck bodies were built as custom bodies, and all but 1 are extruded aluminum bodies, with only 1 being formed aluminum. Further, none of the existing bodies are built to the specifications of this solicitation.

Q4. I recommend a service body spring-mounting system for the aluminum service bodies due to aluminum being a softer material than steel. A spring-mounting system would offset flexing of the body when on rough terrain and when jumping curbs, ultimately deterring cracking.

A4. As long as the mounting meets and/or exceeds the specifications within the solicitation, bidders may propose this with the submission.

Q5. I would like to confirm or disconfirm whether subcontractors must adhere to the

Department of Assessments and Taxation foreign corporation requirements by listing a resident agent

A5. Subcontractors considered foreign, i.e. out of State, are required to have a Resident Agent within Maryland.

Q6. Regarding the length of the term of contract, it may be difficult to deliver prior to the one

(1) year anniversary date of the award. Availability of the chassis' could be delayed and the fabrication/installation of the bodies may not make the one (1) year requirement.

A6. It is understood that chassis delivery may impact the final delivery of the units as requested depending in supply chain interruptions. However, upon notification of award the vendor shall immediately place the order of the chassis to ensure timely delivery.

For any questions please post in the Discussion + Q&A forum in eMMA.
