This is Amendment #1 to a solicitation issued by the SC Technical College System on behalf of Piedmont Technical College for auditing services. The solicitation (No. 5400028872) seeks a qualified auditing firm to provide comprehensive financial statement auditing services for a five-year contract period covering fiscal years ending June 30, 2026 through 2030. The scope of work includes conducting audits in accordance with government auditing standards, preparing a Schedule of Expenditures of Federal Awards, and performing State Lottery Tuition Assistance Program testing. A non-mandatory pre-bid meeting is scheduled for October 29, 2025 at 10:00 AM via Zoom, with questions due by October 30, 2025. Proposals must be submitted online by November 24, 2025 at 10:00 AM EST, and award is anticipated on December 15, 2025. The contract will be awarded initially for one year with four potential one-year renewal options. The selected firm must maintain an office within 100 miles of Piedmont Technical College's main campus in Greenwood, South Carolina, and must be able to conduct audits in a hybrid format with a minimum of two days onsite for the preliminary audit, two days for the year-end audit, and present onsite for presentations to the Area Commission.

The prior three years' audit fees were $17,900 (2023), $18,400 (2024), and $17,900 (2025), with no additional billings or change orders reported. The current auditing firm has served the college since 2008 and is eligible to bid. College personnel prepare the financial statements internally, and the audit process involves preliminary work in April (2-3 people for two weeks), field work in August (2-4 people as needed), and final presentation in September or October. The college's financial data reflects total operating revenues of $23,353,228 and total operating expenses of $61,332,867. The Foundation audit is excluded from this solicitation and will be audited separately. Proposals will be evaluated on qualifications and experience (40 points), technical proposal (35 points), and cost proposal (25 points). All procurement documents and amendments are available at www.procurement.sc.gov.
