About this file
This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for mowing services in Georgetown County for the 2019-2023 contract period. The solicitation requests mowing services on primary and secondary roads, with timelines running concurrently for each road type. The pre-bid conference was held on December 18, 2018, at 2:00 PM at SCDOT Headquarters in Columbia, South Carolina. Offers must be submitted online by January 15, 2019, at 2:30 PM, with questions required by December 19, 2018, at 12:00 PM. The contract award was scheduled for January 25, 2019. The contract term spans five years from 2019 through 2023, with evaluation based on the entire five-year total pricing. One signed copy of the cover page and Section V qualifications documentation must be submitted with all offers.
The amendment clarifies that brush management may be performed year-round from January 1st through December 31st and is optional at the Engineer's discretion. Contractors will be paid only for accepted quantities of work actually performed per cycle, with brush management treated as a separate line item. No bid bond is required, but a performance and payment bond is required per solicitation language. Sunday work is not permitted. Litter collection is the responsibility of the South Carolina Department of Corrections and will be coordinated by the Engineer, not the contractor. All line items for a selected lot must be priced in the bid submission. The current pricing for existing SCDOT mowing contracts across multiple counties is publicly available through the state's contract search website.

PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
1. I plan to submit a paper version of the bid but I don’t quite understand the requirements for the documents to be submitted. Can you clarify.
You must submit a signed cover page, page 2, and any information asked for in Section V – Qualifications.
2. In the lot summaries, are the days to complete for the primary and the secondary roads running consecutively or concurrently? I.E. in Anderson County, it says you have 25 days to cut the Primary and 25 days to cut the secondary. Does this mean you have 25 days for each, or you have 25 days for both?
Timelines run concurrently.
3. How will bids be evaluated since there are 5 years worth of pricing. By year or by 5 year totals?
For this award, bids will be evaluated based on the entire five year total.
4. Any minimum quantities that can be requested for Brush management?
No, it is up to the discretion of the Engineer to establish the required quantities. However, the intention is that the quantities included in the solicitation will be performed.
5. Can a list of RME or contact person per contract be supplied in case we want to do a site visit?
The attendance rosters have been emailed to all participants. County contacts can also be located at the following internet address: https://www.scdot.org/inside/countyOffices.aspx
6. Is there anyway Sunday work can be permitted? Do to time restraints and weather issues working Sunday would be very beneficial for staying on schedule.
Sunday work will not be permitted.
7. I understand that the corrections cleans the right a way many times a season, but could they be asked to do a pick up a day or so before the mowing start date. In the past they will often be cleaning up right behind the mowing crew and that's not helping to remove the debris that are flying out and https://www.scdot.org/inside/countyOffices.aspx hitting vehicles. They are also leaving large objects and pieces of tires. I have cut the same counties for several years and it's things that are still there years later I can point them out riding down the road. Large tires don't usually fly out into traffic it's the small pieces that will do most of the damage. The large pieces are easy to spot and avoid while mowing, but I have never seen any tire fragments in the orange bags or in the pile of debris. I understand that every day new debris end up on the road way I'm just asking if y'all can coordinate a little more with the department of corrections to have them out the day before we cut.
In section 4.06 the Engineer is responsible for notifying SCDC 10 business days prior to the start of each routine mowing cycle (Interstate). For other routes, the contractor should communicate directly with the Engineer to request litter collection prior to the commencement of mowing. Litter collection will be subject to resource availability.
8. I feel it's not the contractors responsible to pay for someone's car that was struck by a pice [sic] of debris off the road way. It didn't come from our equipment the equipment didn't strike the vehicle and has all safety chains in tack how can our insurance be charged. We are talking multiple instances a year, the policy might be dropped and it's really nothing the contractor did to bring this on him or her self. I personally had a lady try to say I was mowing on Labor Day this year and had the police report and all but I wasn't working. Police just take these people's statement and give them the report false or true it doesn't matter to them. Most of the time if someone stopes [sic] and the state troopers are called it's deemed as a act of god and it's a form for the victim to fill out. The bottom line is if the trash is picked up maybe it will be less chances to be thrown out.
This is one of the reasons that we are requiring contact information for the contractor and their insurance carrier. It would be up to the insurance carrier to investigate the claim and determine liability.
9. Sect of “Required Start Date”- Will start dates be the same for all areas?
The only start dates that are set are the Interstate start dates.
10. Sec 4.06- Does Contractor have any Litter Collection responsibility? This will all be done by
SCDC?
The contractor does not have litter collection responsibility.
11. Do we need to have a bid bond?
No bid bond is required.
12. Is it a performance and payment bone or just a performance bond?
Per the language in the solicitation “This security will protect, indemnify, and save harmless the State from all costs and damages by reason of the contractor's default, breach, or failure to satisfactorily complete any of the following terms:
Payment to all entities, individuals, and the like furnishing of labor or materials in connection with this contract; and/or Full and satisfactory performance of the ongoing obligations contained in this IFB, any amendments and any subsequent contract between the State and the contractor.”
13. Please confirm that Brush Management can be done year round. January 1st - December 31st
Brush Management and Bridge Vegetation Mowing on all routes may be performed January 1st – December 31st.
14. Please confirm that Brush Management will be paid, for acres actually performed per cycle and no specific portion of the total annual acreage has to be done in any specific cycle.
Section 3.08.02 states that the contractor may only invoice for the accepted quantities of mowing completed.
Section 9.0 states the entire quantity reported on the respective lot’s BRUSH MANAGEMENT roads will be performed as a cycle.
15. How many years will Brush Management actually be performed?
It is our intent to provide brush management as an optional line item in mowing contracts going forward. It will be up to the Engineer’s discretion as to whether to increase or decrease quantities for the line item in future lots.
16. Once Brush Management is performed, how will acreage be added to routine mowing to these “cleaned up” areas?
Section 3.02.02 allows modified quantities which can include acreage increases for routine mowing. This would be processed as a contract amendment upon written agreement with the contractor for the increased quantities.
17. Is a bid bond required?
Please see the answer to questions 11 & 12.
18. Is it required to submit the proposal on line? Or can we hand deliver a hard copy?
It is not required to submit online, however it is strongly encouraged. If you do deliver a hard copy rather than submitting online keep in mind this may further delay the award process due to our office having to key in not only your offer but anyone else’s as well.
19. Is it required to price all line items on the bidding schedule? Example... If we want to price routine mowing but do not want to price brush management.
You must price all items for a selected lot.
20. There were architectural/engineering maps at the pre-bid meeting yesterday. Can you please provide PDF versions of these that can then printed by the bidders?
Please see the maps attached separately in SCEIS.
21. Can you tell me if all the SCDOT work for the 23 counties out for bid right now are all being handled by 1 company or if there are awards out to multiple companies?
There are awards to multiple companies.
22. Can you provide the current executed contract bid/pricing for the some or all of the 23 counties out for bid?
The current bid pricing is available by going to this site, http://webprod.cio.sc.gov/SCContractWeb/contractSearch.do, type “mowing” in the search box and click on Search. Each contract is listed.
23. I also saw a bid out for “ Mowing Fixed Price 2019-2023 –(Solicitation # 5400016828) but there doesn’t seem to be any bid doc’s attached just worksheets of mowing acres, etc. Am I missing something on this one? Or will these bid doc’s be similar to other Mowing for the Counties?
The bid documents are there and were published December 3, 5, and 6. On this page, http://webprod.cio.sc.gov/SCSolicitationWeb/contractSearch.do?solicitnumber=5400016828, the solicitation is item 29 and amendments 1 and 2 are items 31 and 32 respectively.
