About this file
This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for sidewalk repair services in Kershaw County. The project involves the removal and replacement of approximately 543.99 square yards of 4-inch thick concrete sidewalk across six locations in Camden, South Carolina: 816 Chestnut Street, Highland Avenue, Douglas Street, Laurens Street at Campbell Street, Campbell Street at Dekalb Street, and US 521 across from Staylock Storage. The amendment clarifies that this is not a maintenance contract but rather addresses only the six specified work areas. Contractor responsibilities include concrete removal with debris disposal at authorized sites, tree root removal to 6 inches below the concrete base, utility location and protection, asphalt repair and replacement where damaged, and installation of new sidewalk using SCDOT-approved Class 2500 Portland Cement Concrete Mix. The solicitation was issued on March 6, 2020, with questions due by March 5, 2020, and offers due by March 12, 2020 at 2:30 p.m. through online submission at www.procurement.sc.gov. Award was scheduled for March 23, 2020, with all services to be completed by June 15, 2020 following purchase order receipt.
Bidders must submit prices for each of the six line items on a per-square-yard basis, with prices to include traffic control and mobilization costs. The amendment revised the scope of work in Section III and the bidding schedule in Section VIII in response to offeror questions regarding quantity discrepancies. Contractors must comply with SCDOT's 2007 Standard Specification Highway Construction Manual, OSHA standards for hazard communication and respirable crystalline silica, and SCDOT work zone traffic control requirements. Work is prohibited on weekends, holidays, special events, and during peak traffic hours (6:00-9:00 a.m. and 4:00-7:00 p.m.), and contractors must notify the Assistant Resident Maintenance Engineer 24 hours before beginning work. No pre-bid conference was held. Procurement Officer Latricia Trapp at SCDOT (803-737-8380, TrappLA@scdot.org) may be contacted with additional questions.
